Overview

As Director, Global Energy and Sustainability Policy on the Energy and Sustainability Policy Team, you will help lead the development of policy positions, advocacy strategies, and partnerships that support the expansion of electricity and datacenter infrastructure, advance Microsoft's sustainability priorities globally, and shape carbon removal policy advocacy.

This role requires a strategic and action-oriented thinker with expertise in U.S. electricity markets, federal and state regulatory issues, stakeholder engagement, and global policy advocacy. You will also work closely with teams globally to develop positions and advocacy strategies on electricity systems, grid and datacenter infrastructure, carbon removal policy, and emerging datacenter sustainability regulations. The role includes tracking FERC and organized wholesale market developments and translating those developments for state government affairs teams to help shape legislative and regulatory strategies that advance Microsoft's objectives in the states. In addition, the role will partner with colleagues across international markets, Microsoft business groups, trade associations, and non-government stakeholders to translate complex technical and regulatory energy and sustainability developments into actionable policy and business strategy.

Responsibilities

  • Develop policy positions and advocacy strategies to support electricity and datacenter infrastructure growth and inform energy, sustainability, AI-related, and carbon removal regulations in the U.S. and globally.


  • Track and engage on FERC and organized wholesale market developments, including PJM and other ISO/RTOs, and translate implications for state government affairs teams to inform legislative and regulatory strategies that advance Microsoft's objectives in the states.


  • Work with Microsoft teams globally to develop and align positions on electricity policy, datacenter infrastructure, carbon removal policy and emerging datacenter sustainability regulations.


  • Collaborate with federal, state, EU, and international government affairs teams to develop and execute advocacy strategies that align with Microsoft's regulatory priorities and broader business objectives.


  • Partner closely with Microsoft business groups and internal teams to provide subject matter expertise on energy, sustainability, and carbon removal policy developments and their business implications.


  • Build and maintain strong relationships with external stakeholders, including regulators, trade associations, market participants, NGOs, and other organizations, and proactively identify opportunities to align on priority policy issues.


  • Draft, file, and contribute to formal policy submissions, regulatory comments, publications, blogs, white papers, and other advocacy materials.


  • Represent Microsoft externally in official meetings, technical conferences, stakeholder processes, and trade association forums on energy, sustainability, carbon removal, datacenter infrastructure, and AI policy issues.


  • Manage Microsoft's participation and global sustainability fora including COP


  • Manage services from external counsel and consultants.

  • Expertise in U.S. electricity markets, FERC processes, state electricity policy, and organized market structures


  • Experience drafting or supporting comments, filings, or advocacy positions in regulatory or stakeholder proceedings, including on electricity, infrastructure, or sustainability issues


  • Experience working globally with diverse internal and external stakeholders to develop positions on global electricity, datacenter, and sustainability issues


Corporate Social Responsibility IC5 - The typical base pay range for this role across the U.S. is USD $132,200 - $258,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,800 - $278,900 per year.
