Reporting to the Executive Director, Development Review, the Director, Engineering Review will provide strategic leadership for engineering review, transportation planning, and third-party and utility projects. The role ensures the delivery of high-quality municipal infrastructure aligned with City standards while advancing efficient, well-coordinated processes and overseeing engineering records to support informed decision-making, risk management, and sustainable growth.

Strategic Leadership and Organizational Effectiveness

The Director provides strategic and operational leadership for Engineering Review, overseeing policy, programs, and service delivery to support performance and growth. A key priority of the role is to lead and implement modernization and continuous improvement initiatives that enhance the effectiveness, efficiency, and responsiveness of the development review process.

Through subordinate management teams, the Director leads workforce planning and organizational effectiveness initiatives fostering a high-performing, inclusive, and accountable culture of collaboration, innovation, and service excellence. The role requires a transformational leader with the vision, influence, credibility, and execution capability to drive meaningful change, strengthen cross-divisional alignment, and enable a more integrated, efficient and client-focused approach to development review.

The Director will serve as a key divisional leader on corporate priorities and initiatives, providing strategic advice and subject matter expertise to senior leadership and Council on complex operational and organizational matters. The role provides oversight of employee and labour relations, collective agreement administration, workforce planning, and occupational health and safety compliance to ensure organizational effectiveness and operational excellence.

Financial Stewardship, Governance, and Risk Management

The Director is accountable for managing operating and capital budgets, ensuring financial control, transparency, and alignment with corporate policies. This includes oversight of cost recovery programs, administration of securities, contracts and legal agreements, and authorization of progress payments and change orders. The Director maintains effective financial controls, manages legal and operational risk, and leads the preparation of business cases and documentation related to third-party services and infrastructure agreements.

Engineering Review, Infrastructure, and Environmental Oversight

The Director provides leadership over the engineering review, approval, inspection, and regulatory oversight of municipal and third-party infrastructure associated with land development ensuring compliance with City standards and no adverse impacts on transportation and utility systems. Ensures development activity is effectively integrated with municipal operations and emergency service requirements, while providing oversight of right-of-way permitting, development agreements, engineering records governance, and utility mapping to support informed decision-making, operational resilience, and sustainable growth

The role provides oversight of environmental site assessments, Records of Site Condition, brownfield legislation, and the management of contaminated lands. The Director will be accountable for establishing policies and operational practices that mitigate environmental risk and liability while maintaining awareness of emerging legislation, industry trends, technologies, and leading practices to ensure the City's infrastructure and environmental management approaches remain resilient and compliant.

Stakeholder Engagement and Representation

Across all areas of accountability, the Director represents the Division and the Corporation leading strategic engagement with developers, utilities, consultants, elected officials, unions, regulators, community stakeholders, and the public. The role is accountable for advancing divisional priorities through complex negotiations, managing competing interest, and represents the City before Council, committees, tribunals, courts, and public forums to drive informed decision-making and advance and protect City objectives.

Key Qualifications:

  1. A Professional Engineering licence and be a member in good standing of Professional Engineers Ontario.
  2. Extensive experience overseeing engineering review of development applications, with strong knowledge of civil engineering principles and municipal infrastructure design, construction, and rehabilitation.
  3. Extensive experience implementing client-focused service strategies and process improvements to modernize development review and infrastructure delivery, enhancing efficiency and timely outcomes.
  4. Extensive experience in managing, attracting, motivating and leading a diverse workforce in a unionized and non-union environment.
  5. Ability to apply strategic thinking, exercise sound judgment, and lead change to achieve results in complex, fast-paced environments.
  6. Strong communication, negotiation, and relationship management skills, with experience working with senior leadership, elected officials, external partners, and the public.
  7. Knowledge of relevant Federal and Provincial legislation and regulatory frameworks, including but not limited to the Occupational Health and Safety Act, Employment Standards Act, Human Rights Act, Construction Act, Planning Act, Fisheries Act, Canadian Environmental Assessment Act, Environmental Assessment Act, Environmental Protection Act, and Safe Drinking Water Act.
  8. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
