Summary

This position is located in the Division of Infrastructure, Environment and Private Sector, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-15, MCC uses a pay-band system to compensate employees. This position is pay band 3A which is generally equal to GS-15.

Duties

Help

  • Provide authoritative technical leadership on oil- and gas-fired baseload and peaking generation, fuel supply and dispatch economics, and nuclear power systems, including emerging small modular reactor (SMR) technologies.
  • Serve as senior subject matter expert on oil and gas-fired baseload and peaking power plants; combined-cycle and open-cycle generation technologies; fuel supply, dispatch economics, and system reliability; and/or nuclear power systems, including conventional reactors and SMRs.
  • Advise MCC leadership, Boards, and country teams on generation adequacy, reserve margins, and capacity planning; technology selection and system integration; operational risks, lifecycle costs, and reliability tradeoffs.
  • Provide technical leadership during compact and threshold development, including constraints analysis related to generation and firm capacity; evaluation of generation-enabling investments (interconnections, switchyards, fuel logistics); assessment of investment readiness and technical risk.
  • Represent MCC in technical engagements with U.S. Government partners, multilateral institutions, utilities, regulators, and private developers.
  • Prepare plans for energy sector programs and projects in development and in implementation including overall project scheduling, budgeting, change management, contract administration, and project controls.
  • Direct and participate as a member of multi-disciplinary country overseeing country programs involving projects in one or more of the following energy sub-sectors: generation, transmission, distribution, off-grid, Public Private Partnership (PPP) framework modalities, policy and institutional reforms including regional energy markets, etc.
  • Provide analysis and interpretation of country performance data. Develop, consolidate, and/or prepare briefing and background materials on infrastructure and integrated projects, issues, and topics.
  • Perform related duties as assigned.

Qualifications

To qualify for Pay Band 3A applicants must meet the following:

Qualifying experience for Pay Band 3A includes one year of specialized experience (comparable to the Pay Band xx or GS-xx or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: providing technical advice on oil and gas-fired baseload and peaking power plants; combined-cycle and open-cycle generation technologies; fuel supply, dispatch economics, and system reliability; providing technical advice on nuclear power systems, including conventional reactors and emerging small modular reactor (SMRs); leading or managing the development and implementation of complex energy sector programs across multiple sub-sectors including generation, transmission, distribution, off-grid, PPP framework modalities, policy and institutional reforms including regional energy markets development; leading or supporting the design, development, and implementation of complex energy sector projects and programs; and preparing and delivering briefings and background materials on project implementation, issues, and topics. Note: This experience MUST be well documented within your resume or application.

Highly Desirable: Bachelor's degree in engineering (electrical, mechanical, nuclear, or closely related field).

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to Pay Band 3B or GS-14 to be eligible for Pay Band 3A.
