Full Job Description
SUMMARY:
The person in this position personally supervises and participates in bridge-maintenance and gang-work activities. This person works with and through region-level maintenance-of-way (MoW) leaders to develop region-specific plans for managing the construction and maintenance of bridges, culverts, and other track-related structures; provides guidance on the condition of existing structures; develops consolidated, prioritized maintenance plans; and develops construction budget estimates as well as detailed construction estimates. This person also coordinates the use of outside contractors, as required, on a project-by-project basis to ensure the best safety, quality, and cost performance. He or she also actively pursues or supports the pursuit of public and/or other sources of funding for infrastructure construction and maintenance.

RESPONSIBILITIES:
• In consultation with the regional MoW teams, develop and implement a structures inventory, bridge/culvert maintenance program, and supporting policies to ensure structures are fit for use and to optimize utilization of maintenance funds (expense and capital) and equipment
• Personally conduct structure-condition assessments as appropriate; develop and deliver training to regional bridge and gang maintenance staff regarding same
• Provide central support for regional purchase of structure-maintenance parts and supplies (e.g., identify preferred vendors, negotiate favorable pricing, etc.)
• Thoroughly understands railroad-bridge construction, specifically heavy-timber construction
• Competently read plans, assess site conditions, and establish safe, practical methods for handling material and labor on the project site, as well as to and from the project site
• Incorporate safe, sound, and economical construction practices
• Possess an intimate knowledge of labor performance, construction procedures, and material costs to develop yearly maintenance-construction budgetary estimates as well as detailed maintenance-construction costs
• Procure all permits (federal, state, and local)
• Procure all construction materials, equipment, and manpower
• In consultation with the safety director, develop housekeeping and safety programs for the regional bridge-maintenance gangs
• Manage other projects and perform other duties as assigned

REQUIRED SKILLS AND/OR EXPERIENCE:
• Knowledge of Roadway Worker Protection regulations
• Familiarity with FRA fall-protection regulations as well as G&W's internal policy regarding bridge safety
• Computer literacy in Word, Excel, etc.
• Railroad-infrastructure construction and maintenance experience, including infrastructure assessment, project management, estimating, and budget management
• Valid driver's license

REQUIRED EDUCATION AND/OR CREDENTIALS:
• High school diploma, with five years in heavy-timber construction and estimating
• Associate degree in civil engineering technology, construction management, or similar, or diploma from an accredited vocational/trade school in carpentry is a plus
