Position Description

Position Summary

We leverage the buying power of the state of Texas by combining our customer's IT demand into managed service contracts which are shared jointly by customers. Sharing technology services allows us to offer state-of-the-art technologies and managed services to meet the State's technology goals at volume-discounted rates. DIR contracts with multiple best-in-breed technology vendors, leveraging a Multi-Sourcing Services Integrator (MSI) to provide a single service delivery model for all customers across all vendors. Our shared services model increases service quality for customers through a plug-and-play operating model enabled by standardized processes and tools and reduces statewide costs for shared technology services.

The mission of the Department of Information Resources' (DIR) Shared Technology Services (STS) Vendor Management Office (VMO) is to:
• Achieve the objectives outlined in DIR's sourcing strategy;
• Achieve the business value vendors promise during the procurement, such as ongoing service evolution and continuous improvement; and
• Provide a unified approach and consistent messaging to vendors across all DIR Stakeholders.

So that:
• Customer demand and satisfaction are met,
• Risks to DIR and the STS program are managed, and
• Contract, legal and financial compliance are met.

Vendor management is the practice of managing contracts, performance, relationships, and risks of STS vendors that are critical to our customers' business operations and DIR's success. The Vendor Manager role will be to manage the relationships, take a broad yet standardized approach to vendor management, and leverage a cross-enterprise performance view to maximize the value STS vendors deliver.

The individual in this role performs highly complex (senior-level) tactical planning, design, direction, and guidance in Vendor Management functions for DIR's shared technology services. Work involves strategic and tactical planning as needed to manage DIR STS contracts, vendors, and issue. Strategic and tactical activities are performed under the limited supervision of the Director of Vendor Management with considerable latitude for use of initiative and independent judgment.
• Manages STS vendors, to achieve vendor performance and contract compliance, customer satisfaction, and quality service delivery.
• Designs and/or creates solutions for STS contracts, deliverables, and operations service delivery.
• Contributes to and implements new business solutions for customers, including new types of services, new technologies, new financial models, and new customers.
• Provides operational content as subject matter experts for the development of Requests for Proposals and helps direct cross functional teams through the procurement process (if applicable).
• Participates in and/or leads agency strategic or tactical initiatives as needed.
• Participates in STS Governance by serving on solution groups, presenting issues to governance groups, and soliciting customer feedback on DIR initiatives.
• Produce Vendor Performance Review twice annually.
• Performs other work-related duties as assigned.

Qualifications:

Education
• Graduation from a four-year college or university with major coursework in computer science, MIS, business administration, finance, communications, or related field.
• Additional work-related experience may be substituted for education on a year-for-year basis.
• High-school diploma or equivalent certificate required.

Experience and Training Required
• Ten (10) years of progressively responsible experience in application development and/or vendor management of application development vendors or programs.

Experience and Training Preferred
• Experience in all vendor management disciplines: performance, relationship, contract and risk.
• Experience managing contracts for IT services, specifically Application Development related deliverables.

Certifications/Licenses
• Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment if not already certified, unless otherwise approved by supervisor.

Computer Skills
• Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., virtual meeting technologies, spreadsheets (Microsoft Office preferred).
