Position Summary

Performs highly complex (seniorlevel) program management specialist work directing the agencywide asset management program for the Texas Department of Information Resources (DIR). The Agency Asset Manager is responsible for the full life cycle of DIR's assets, including acquisition, tagging, custody, transfer, inventory, maintenance, and disposition, and for the accuracy and integrity of the agency's property records. The position serves as DIR's designated Property Manager for State Property Accounting (SPA) purposes and as the agency's property point of contact for State Office of Risk Management (SORM) reporting.

The position also designs, builds, and continuously improves the processes and applications used to manage all DIR assets, with particular attention to asset transfers and periodic physical inventories. Advises and recommends appropriate actions to the Chief Financial Officer and other members of management. Communicates with internal divisions and external stakeholders, including the Comptroller, SORM, and the State Auditor's Office. The Agency Asset Manager is a direct report to the Chief Financial Officer (or designee) and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
  • Serves as DIR's designated agency Property Manager under Texas Government Code a7 403.273; is custodian of all property in the agency's possession, maintains the property records required by the Comptroller's State Property Accounting (SPA) system, and ensures the records at all times accurately reflect the property possessed by the agency
  • Plans and conducts the agency's annual physical inventory of all property on the schedule prescribed by the Comptroller, and certifies the inventory methods and results for the agency head's submission to the Comptroller
  • Designs, builds, and maintains the applications and tooling used to manage all DIR assets: the asset register / IT asset management (ITAM) system, barcode or RFID tagging and mobile inventory scanning, automated reconciliation to the financial system (CAPPS), and dashboards and reporting
  • Manages identification, reporting, and disposition of surplus and salvage property under Texas Government Code Chapter 2175, including disposition of surplus or salvage dataprocessing equipment under a7 2175.905. Coordinates with Information Security to ensure media sanitization and secure data destruction are completed and documented before any IT asset leaves agency custody.
  • Administers the endtoend process for internal and interagency asset transfers, ensuring written authorization and receipts are executed and recorded as required by Texas Government Code a7 403.273(d)
  • Reconciles asset and property subsidiary records to the financial system of record and to State Property Accounting; resolves discrepancies, missing assets, and tagging exceptions; and maintains auditready documentation and internal controls
  • Serves as the agency property/asset point of contact for the State Office of Risk Management (SORM); assembles and submits the propertyrelated portions of the agency's annual report to the SORM director not later than the 60th day after fiscal yearend (Texas Labor Code a7 412.053); and establishes program metrics, identifies gaps, and proposes improvements
  • Performs other workrelated duties as assigned.


Minimum Qualifications

Education
  • Graduation from an accredited four (4) year college or university with major coursework in business administration, accounting, information technology, supply chain, public administration, or related field.
  • Additional workrelated experience may be substituted for education on a yearforyear basis (highschool diploma required).
Experience and Training Required
  • Minimum of ten (10) years of experience in asset or property management, inventory control, fixedasset accounting, or a closely related programmanagement function
  • Minimum of six (6) years of experience administering an enterprise asset, inventory, or IT asset management (ITAM) system, including data reconciliation and reporting [SP1] [MS2]
  • Experience conducting physical inventories and maintaining property or fixedasset records, and managing surplus property transfers and disposition, in a governmental or comparable environment Advanced spreadsheet and database experience for reconciliation and analysis (e.g., pivot tables, VLOOKUP).


Preferred Qualifications

Experience and Training Preferred
  • Experience administering State Property Accounting (SPA), CAPPS fixed assets, or a State of Texas surplus and disposition program
  • Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or Program Management Professional (PgMP), or an assetmanagement credential (e.g., CHAMP, CSAM, or CITAM); and advanced experience with IT asset management (ITAM) platforms and barcode or RFID inventory systems.

  • Knowledge of capital and controlled asset classification, capitalization thresholds, depreciation, and inventory control principles
  • Knowledge of the information technology asset life cycle, including secure media sanitization and the disposal of dataprocessing equipment
  • Skill in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software.
  • Demonstrated ability to effectively plan, implement, and direct an agencywide assetmanagement program, and to design and document processes and controls, while supporting DIR's strategic plan
  • Ability to monitor project/program status, to prepare and/or analyze project cost estimates, to exercise sound judgment in making critical decisions, to analyze project/programrelated information and develop plans to address identified issues and risk, to prepare reports and charts,
