Position Summary

Performs advanced (seniorlevel) management work administering the daily operations and activities of the agency's accounts payable, accounts receivable, and travel functions. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the activities of the assigned functions; and monitoring expenditures. Manages multiple business functions and provides oversight to the associated staff. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

  • Manages the daytoday operations of accounts payable, accounts receivable, and travel, including voucher processing, vendor payments, customer billing and collections, and employee travel reimbursement.
  • Establishes goals, objectives, schedules, priorities, and performance standards for the assigned functions; monitors and evaluates the effectiveness and efficiency of staffing levels; and prepares management and productivity reports.
  • Develops, documents, and maintains policies, procedures, and internal controls for payables, receivables, and travel, and monitors compliance with Chapter 2251, Government Code, Chapter 660, Government Code, Comptroller of Public Accounts requirements, and agency policy.
  • Oversees the reconciliation of payable, receivable, and travel activity to the general ledger; resolves aged, disputed, and exception items; and supports the monthly, quarterly, and annual close and the Annual Financial Report.
  • Oversees receivables management, including the invoicing of customer agencies, application of cash receipts, aging analysis, collection actions, and reporting of uncollectible accounts.
  • Plans, assigns, supervises, trains, and evaluates the work of assigned accounting staff, and manages staff development plans and activities.
  • Serves as the subject matter expert for payables, receivables, and travel; responds to audit, Comptroller, and legislative requests for information; and identifies areas of needed change and implements process and system improvements in CAPPS Financials.
  • Performs other workrelated duties as assigned.


Minimum Qualifications

  • Minimum of six (6) years of experience in accounting or financial operations work.
  • Minimum of three (3) years of experience supervising or managing accounting staff.
  • Minimum of three (3) years of experience in accounts payable, accounts receivable, or travel reimbursement operations.
  • Experience with an enterprise financial system such as CAPPS Financials, PeopleSoft, or a comparable enterprise resource planning (ERP) system.
  • Experience applying governmental accounting, payment, or travel requirements.
Education
  • Graduation from an accredited fouryear college or university with major coursework in accounting,

    finance, business administration, public administration, or a related field.
  • Additional workrelated experience may be substituted for education on a yearforyear basis (Highschool diploma required).


Preferred Qualifications

  • Experience in Texas state government accounting operations.
  • Experience with CAPPS Financials and the Uniform Statewide Accounting System (USAS).
  • Experience preparing or supporting an Annual Financial Report.
  • Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) credential.
  • Experience automating or redesigning an accounting operation, including workflow, d ocument imaging, or exception reporting improvements.


Knowledge/Skills/Abilities

  • Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.
  • Knowledge of generally accepted accounting principles and governmental accounting and financial

    reporting standards.
  • Knowledge of state accounting, payment, and travel laws, rules, and procedures, including Chapter 2251, Government Code, Chapter 660, Government Code, and Comptroller of Public Accounts requirements.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of internal control frameworks, segregation of duties, and audit requirements.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software.
  • Advanced skills in the use of a computer and applicable software necessary to perform work assignments, e.g., word processing and spreadsheets (Microsoft Office mandatory). CAPPS Financials, the Uniform Statewide Accounting System (USAS), Business Objects, and Power BI familiarity preferred.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in analyzing accounting transactions, reconciling accounts, and resolving exception items.
  • Skill in the use of a computer and applicable software, including enterprise financial systems and spreadsheets.
  • Ability to manage the activities of multiple accounting business functions; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate policies and procedures; to prepare reports; and to supervise the work of others.
