Summary

The Development Manager plans and manages new construction, renovation, repair, and upgrade projects for on-base lodging at multiple military installations across the United States in partnership with Centinel asset management, development and construction team members. The role additionally assists in analyzing needs and market factors to determine recapitalization priorities and plan construction scope of works accordingly.

The annual salary range is $110,000 to $156,000

Responsibilities & Duties

The following statements summarize the general nature and level of work performed by employees in this role. It is not an exhaustive list.
  • Work with the Development Director to identify potential development opportunities.
  • Obtain land development entitlements, design and construction approvals, completion certifications, and other regulatory permits and approvals, as required.
  • Execute the delivery of construction projects, including writing scopes of work, selecting contractors (procurement), administering contracts, scheduling, pre-planning and enforcing safe execution of work, monitoring quality, tracking work completion, addressing change order requests, and managing project budgets.
  • Conduct regular project meetings with stakeholders, including the hotel operator, design and construction teams.
  • Commission, manage and coordinate land use consultants, architects, engineers, and other project consultants.
  • Prepare development proposals and presentations, operating budgets, and monthly cost reports.
  • Periodically revise the Project's financial pro forma and business plans, working under the guidance of the Development Director.
  • Monitor financial performance of projects against plan/budgets, utilizing knowledge of cost implications to predict and mitigate risks.
  • Ensure sufficient and accurate records are collected and stored for the future needs of all stakeholders.
  • Support Centinel's Environmental, Health & Safety (EH&S) initiatives daily with contractors from procurement/buyout through planning and execution of work.


Background and Requirements
  • Solid experience in planning and running construction projects. Experience with new construction and/or renovations of commercial projects, including hotel, multi-family, or related project types, is preferred.
  • Skilled in reading construction plans, writing scopes, bid leveling, writing contracts, construction project scheduling, negotiating change orders, job site supervision and enforcing safety.
  • Ability to develop detailed construction plans, with a set budget, for presentation to a professional client.
  • Ability and willingness for up to 40% travel, depending on project needs.
  • Excellent communication skills, both verbal and written.
  • Proficient in Microsoft Excel, other Office tools, and Sharepoint.
  • Knowledge of real estate development and management apps is beneficial.
  • Bachelor's degree in construction management, architecture, engineering, or equivalent experience.
