The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Deputy of Health Care Delivery System in the Office of Programs and Operations.

Job responsibilities will include, but are not limited to:

The Deputy of Health Care Delivery System serves as a key member of the Executive Leadership Team and provides strategic oversight and executive leadership for Virginia Medicaid's health care delivery system. This portfolio encompasses managed care populations (acute care, Managed Long-Term Services and Supports (MLTSS)), fee-for-service (FFS), and pharmacy, as well as multiple large-scale contracts and delivery system initiatives. The Deputy is responsible for ensuring that these components operate as an integrated, high-performing system focused on improving health outcomes, advancing quality, and enhancing the member experience.

The Deputy provides executive oversight of the Managed Care Organizations (MCOs) and serves as the primary executive point of contact for MCO leadership. This includes establishing clear expectations for MCO performance and accountability, strengthening contractual and operational oversight, and using quality, utilization, financial, and population health data to identify opportunities for improvement and address emerging risks. The Deputy will ensure that MCO performance is aligned with DMAS strategic priorities and that members receive timely, equitable, high-quality care.

The portfolio will include executive oversight of MLTSS, ensuring that Medicaid members who rely on long-term services and supports receive coordinated, person-centered, high-quality services. This includes oversight of MLTSS delivery models, quality and performance outcomes, provider capacity, member experience, care coordination, and contractual
performance. The Deputy will work across Medicaid and with external partners to strengthen integration between physical health, behavioral health, LTSS, and other services when appropriate.

The portfolio will also include pharmacy with responsibility for ensuring that the implementation of the new Medicaid pharmacy benefit, and the benefit is clinically appropriate, financially sustainable, accessible to members, and aligned with quality and population health objectives. The Deputy will oversee pharmacy strategy, utilization and cost trends, pharmacy benefit management activities, formulary and benefit considerations, drug utilization management, and opportunities to improve outcomes and value through data-driven pharmacy management. As a member of the Executive Leadership Team, the Deputy will work closely with the Governor's Office, the Office of the Secretary of Health and Human Resources, agencies that report to the Office of the Secretary of Health and Human Resources, and other key state and federal partners to advance Virginia's Medicaid priorities.

The Deputy will serve as a senior representative of DMAS with external stakeholders and will play a central role in translating policy priorities into effective health care delivery strategies and measurable outcomes, providing executive leadership and management oversight for three major divisions, ensuring alignment of priorities, resources, performance expectations, and accountability across the health care delivery portfolio and requiring strong cross-functional leadership and coordination with policy, finance, quality, operations, legal, procurement, data, IT, and other internal DMAS teams.

The business needs for the position have in office requirements to include but are not limited to attending and conducting in-person training and or meetings, engaging with external stakeholders and occasional conference attendance.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive Senior-level leadership experience overseeing complex health care programs, operations, or delivery systems, with responsibility for strategic planning, organizational performance, and achievement of measurable outcomes.

Extensive knowledge of Medicaid health care delivery systems to include managed care, fee-for-service, acute and primary care, Managed Long-Term Services and Supports (MLTSS) and the operational and policy requirements governing Medicaid programs.

Extensive knowledge of Medicaid managed care operations and MCO oversight, including contract management, performance monitoring, compliance, quality assurance, financial accountability, and risk management.

Extensive knowledge of Medicaid pharmacy programs and benefit management, including pharmacy utilization, cost management, clinical and quality considerations, drug utilization management, formulary strategy, and pharmacy benefit performance.

Extensive system experience with computer software such as Microsoft Office or similar software.

Extensive experience advising senior leadership, working with the Governor's Office and Secretary's Office, engaging with federal and state partners, collaborating with health plans and providers, and communicating complex policy and operational issues to external stakeholders.

Extensive experience leading multiple complex divisions, large-scale programs, and cross-functional teams to include establishing priorities, allocating resources, managing competing demands, and holding organizational leaders accountable for results in order to meet deadlines.

Extensive experience analyzing and communicating complex policy, legislative, budget, regulatory, and operational issues, including developing recommendations for executive leadership, supporting budget development and oversight, and representing the agency before legislative committees, policymakers, and other external stakeholders.

Extensive experience using data, analytics, quality measures, financial information, and performance indicators to identify trends, assess risk, inform policy and operational decisions to drive measurable improvements in health outcomes, cost effectiveness, and member experience.

Extensive experience developing, implementing, and evaluating strategic initiatives and large-scale system changes within a complex health care or public-sector environment, including managing multiple stakeholders, contracts, vendors, and implementation dependencies.

Experience analyzing and articulating complex policy concepts, envision change, and promoting creative and innovative approaches.

Experience serving medically underserved populations or Medicaid members directly or via health plan experience.

Considerable experience participating in the legislative process as a lead professional state agency representative.

Considerable work experience managing, building, and leading teams and units.
