Overview

TISTA is seeking a Sub Product Line Lead (SPL Lead) to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.

 

The SPL Lead is the accountable delivery owner for an assigned sub-product line on TISTA's prime contract performance for the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order. The SPL Lead functions as the Release Train Engineer and product line delivery manager for a portfolio of related legacy and modernized products, owning the SPL roadmap, backlog health, PI objectives, dependency management, ATO posture, and release sequencing for every product in scope. The SPL Lead is the primary day-to-day counterpart to the VA Product Managers and Product Owners for that sub-product line and directs the Scrum Teams activated to support it.

 

Responsibilities
  • Own all delivery outcomes for the sub-product line and act as the Release Train Engineer to facilitate key Agile meetings and report progress to program leadership.
  • Direct and manage Scrum Masters, team leads, and technical experts while removing obstacles and coaching the team on Agile best practices.
  • Maintain the strategic roadmap and ensure the product backlog is organized with clear, testable requirements in preparation for quarterly planning events.
  • Oversee release readiness and carefully schedule software updates and deployments to prevent system conflicts and manage technical dependencies.
  • Manage security compliance for all products, track Authority to Operate (ATO) status, and actively monitor and report program risks and issues.
  • Collaborate with intake and architecture teams to evaluate new project requests, estimate team sizing, and ensure data and infrastructure requirements are met.
  • Support business growth by identifying new project opportunities, building strong relationships with clients, and helping the company win new work using strong performance data.
  • Manage team career development, participate in hiring interviews for technical roles, and ensure all staff complete required corporate and security training.
  • Improve company-wide delivery processes by sharing successful strategies, identifying AI technology use cases, and supporting corporate quality audits.
Qualifications
  • Candidates must have at least 8 years of IT delivery experience, including 3 years managing multiple Agile teams on federal IT programs as a Release Train Engineer, Product Line Lead, or senior Scrum Master.
  • At least 3 years of specific experience in the supply chain or healthcare logistics domain is required, such as working with facility management, medical technology, or inventory.
  • Proven experience with VA IT product line management processes is required, including familiarity with the VIP Guide, VA PARS, and security authorization (ATO) processes.
  • Candidates must be experienced in balancing legacy system maintenance with new system modernizations, including hands-on management of roadmaps, backlogs, and project dependencies using tools like Jira.
  • Strong technical skills are required in software tools (like Jira, GitHub, and ServiceNow), coordinating Agile events, tracking software delivery metrics, and understanding DevSecOps pipelines.
  • Highly preferred qualifications include previous experience with specific VA supply chain platforms (like Maximo, Nuvolo, or IFCAP), health record integration efforts, and familiarity with AI-assisted software tools.
  • The position requires strong leadership, problem-solving, and communication skills, as well as the ability to work at a computer for long periods and travel within the US as needed.

 

Certifications:

  • SAFe Release Train Engineer (or a Scrum Master certification with the ability to earn the RTE.
  • SAFe Agilist or Product Owner/Manager certification.

Education:

  • Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or a related field.
  • Master’s degree preferred.

Clearance:

  • Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.

Location:

  • Rockville, MD / Remote (CONUS).
  • Up to 10% CONUS travel.

Pay Range:

  • The suggested pay for this position ranges from $161,000 to $173,000.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
