Bachelor's degree in Engineering or Public Administration supplemented by five years of progressively responsible experience in the Water Reclamation field to include three years of supervisory experience in the Water Administration field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Must obtain a Professional Engineering Certification or Water/ Sewer Operators License within 12 months of employment.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performing the essential functions and to learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

The purpose of this classification is to be responsible for the groups in the division, including Water Reclamation, Commercial Pretreatment, Industrial Pretreatment, Sewer System Maintenance, and CMOM. To provide overall direction, including developing policies and procedures, budgets, and oversight of staff and assets.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Establishes and implements the group's vision and direction. Maintains knowledge of industry through professional associations and publications as well as attendance at seminars, meetings, and conferences. Develops and implements business plans that are consistent with the goals and objectives of the departments and within budgetary and policy constraints.

Assures compliance with Federal and State Regulations, develops and promotes changes to County codes and regulations to resolve conflicts with programs' functional requirements. Prepares documents to present to the Board of County Commissioners for approval.

Resolves conflicts between operational concerns and policies and procedures. Revises policies and procedures to resolve conflicts and promote operational efficiency. Coordinates with other departments and jurisdictions to ensure their interests are being met.

Resolves customer and constituent concerns and responds to the general public concerns about various program issues.

Assures program resources are appropriately, effectively, and efficiently utilized by writing and reviewing specifications for procurement. Establishes procedures for evaluation of proposals, bids, and quotes for recommendation to the Board of Commissioners.
