Duties & Responsibilities

Summary of position:

In the Finance Department under the Director of Procurement and Contracts, the Deputy Director of Contracts will proactively manage the Correctional Health Services' contracting process, including managing RFPs, renewals, and extensions; ensuring adherence to applicable procurement and contracting laws and regulations; and ensuring contracts adhere to internal contracting, privacy, and security standards. The Deputy Director of Contracts will engage in timeline and process management, reviewing RFPs, crafting informative PowerPoint presentations for the H+H Board and various committees, and participating in relevant meetings to support effective decision-making and collaboration. The Deputy Director of Contracts will support data and pricing analysis to inform contract negotiations, reconciliations, financial planning, and performance. The successful candidate will be able to operate effectively in a large, complex government bureaucracy, delivering quality, on-time work products to internal and external stakeholders.

Responsibilities include:
  1. Collaborate with internal and external stakeholders at all stages of procurement and contract life-cycle, and manage the end-to-end of the contracting process including:
    • Collaborate with business partners to draft scopes of work for goods and services,
    • Draft contract language to ensure that the scope and deliverables align,
    • Develop subject matter expert on CHS risks and decision points and effectively communicate to business partners,
    • Project manage early phases of complex contractual partnership agreements,
    • Manage dispute resolution both internally and externally.
  2. Lead and support data and pricing analysis to inform contract negotiations, reconciliations, financial planning, and performance improvement initiatives.
  3. Lead and support contract performance oversight and quality improvement initiatives through drafting, managing, and owning the vendor performance survey process for high priority vendors.
  4. Collaborate with internal stakeholders and various divisions within H+H, including Supply Chain and Office of Legal Affairs (OLA), and manage work deliverables and timelines between teams. This includes strong communication across business stakeholders.
  5. Creating PowerPoint presentations for the H+H Board and various committees and participating in relevant meetings to support effective decision-making and collaboration.
  6. Drafting various purchase agreements, including master purchase agreements, professional and clinical service agreements, and managed service agreements.
  7. Track contracts and effectively coordinate with internal and external stakeholders to ensure timely contract renewals.
  8. Develop and regularly update various processes and procedures which align with internal and external stakeholders.
  9. The Deputy Director of Contracts may also perform ad hoc assignments based on the needs of the System or Department.
  10. Serves as the acting Contracts Director in their absence.


Minimum Qualifications
1. A Baccalaureate Degree in Business Administration, Computer Science, Management or other related discipline from an accredited college or university; and,
2. Six years of satisfactory, full-time paid responsible experience in information processing, program management, systems development or related activity in a large governmental agency, hospital or health care facility, or hospital-related business firm, three years of which shall have been in a managerial capacity; or,
3. A Master's Degree in Business Administration, Computer Science or other related discipline, and five years experience as outlined above, one of which must have been in a managerial capacity; or,
4. A satisfactory equivalent combination of education and experience.

Department Preferences

  1. Knowledge and experience with contracting in a healthcare environment.
  2. Excellent interpersonal, analytical, and oral and written communication skills.
  3. Computer literacy with excellent skills in Microsoft and Google office suites.
  4. Three to Five years of relevant experience
  5. Knowledge of the following will benefit the candidate: HIPAA and Business Associate Agreements.
