JOB SUMMARY
This position is located in the Department of Buildings (DOB), Office of Strategic Code Enforcement (OSCE), Field Team. The mission of DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. OSCE conducts inspections of vacant and occupied property, as well as regulatory enforcement actions related to all matters under DOB authority. The incumbent is responsible for leading and managing field operations in alignment with strategic goals. The incumbent independently designs and oversees programs, policies, and procedures that ensure regulatory compliance, operational efficiency, and service delivery. Acting with a high degree of autonomy and professional judgment, the incumbent drives program development, supervises staff, allocates resources, and serves as a key liaison across internal divisions and external stakeholders to advance the agency's mission.
MAJOR DUTIES AND RESPONSIBILITIES
Provides high-level oversight of field operations within OSCE, ensuring alignment with agency mission and strategic goals. Leads the development and implementation of new programs to advance operational effectiveness. Serves as a senior advisor to administration and division leadership, resolving complex issues, shaping policy, and guiding operational and administrative decision-making across the program. Leads coordination across multiple field teams and managers to ensure consistent operations and strategic alignment. Oversees major initiatives and enforcement projects, driving execution and resolving cross-team challenges. Oversees budget planning, execution, and monitoring of contracts supporting field operations. Serves on independent boards or commissions as designated by DOB, representing agency interests and contributing subject matter expertise.
Supervises senior staff and technical teams; provides strategic direction, mentorship, and oversight to ensure accountability, professional development, and alignment with agency priorities. Establishes and monitors key performance indicators and benchmarks; conducts program evaluations to assess effectiveness, identify gaps, and drive continuous improvement. Directs cross-agency coordination efforts to align inspection protocols, enforcement strategies, and community engagement initiatives with broader urban development goals.
QUALIFICATIONS AND EDUCATION
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
LICENSURE/ CERTIFICATION
Incumbent must pass ICC International Property Maintenance Code Certification within one year of hiring.
Must possess and maintain a valid drivers' license.

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
