Full Job Description
Position Summary:

The Deputy Chief Financial Officer is responsible for partnering with the Chief Financial Officer to implement and oversee day-to-day financial operations, including direct supervision over accounting, treasury management, financial reporting, and financial systems and applications for the DNC and any affiliated entities.

In this capacity, the Deputy CFO will work alongside the CFO to advise the senior leadership on administrative and operational efforts; present financial and budget information to senior leadership, DNC membership, and committees; and administer the DNC's financial systems, processes, and internal controls.

Responsibilities:

  • Accounting
    • Lead the accounting function, managing the daily accounting operations and serving as the primary interface for all day-to-day accounting matters with staff and outside parties and consultants.
    • Ensure that the DNC's accounting and reporting systems support its management, compliance, and fiduciary needs, including general ledger, accounts payable and cash disbursements, and cash receipts.
    • Ensure that the internal control system protects DNC assets and financial data, and that written policies and procedures are in place to document those controls.
    • Ensure that transactions are recorded accurately, on a timely basis, in compliance with FEC and IRS regulations, and in accordance with generally accepted accounting principles (GAAP).
    • Partner with compliance to ensure that FEC reports are efficiently and accurately compiled each month.
    • Lead the preparation of financial reports to management, financial institutions, governance, and membership.
    • Oversee the annual audit to ensure it is conducted on time and on budget.
    • Assist in the preparation and review of tax returns, including the annual 1120-POL, state and local sales and use taxes, and other returns as necessary.
    • Recruit, train, and supervise accounting staff as needed and assigned.
  • Financial Systems and Reporting
    • Ensure that financial accounts are reconciled on a timely basis.
    • Work with the CFO to support the reporting needs for financial management, budget tracking, and strategic decision making across the organization, with responsibility for developing, implementing, and maintaining these reports across our financial systems.
  • Budget and Strategic Projects
    • Assist with budget formation for upcoming election cycles, including financial modeling and scenario planning.
    • Assist with strategic analysis projects as requested by the CFO and senior leadership of the DNC.
  • Operations
    • Support the DNC Operations team by providing expertise and recommendations on building management, risk management, and other operating activities as needed.
    • Advise on strategic procurement initiatives, including on pricing, negotiation strategy, and the financial structure of contracts.
    • Review contracts to ensure they are consistent with budget expectations.
  • Other duties as assigned to support the department and the DNC's mission.


The Deputy CFO's duties extend to the Democratic National Committee, the Democratic Grassroots Victory Fund, and other joint fundraising committees as necessary. Additionally, the Deputy CFO will assist the Democratic Properties Corporation in its accounting and compliance functions.

Qualifications:

  • Advanced experience with spreadsheets (Google Sheets) required; Experience with Sage Intacct a plus

Salary: The starting salary for the Deputy Chief Financial Officer position is $140,000, on an annualized basis, commensurate with experience and qualifications.

This is a full-time, exempt position, that may require work on weekends.

About The Democratic Party

The Democratic Party is one of the two major contemporary political parties in the United States. Founded in 1828, it was predominantly built by Martin Van Buren, who assembled a wide cadre of politicians in every state behind war hero Andrew Jackson, making it the world's oldest active political party. Its main political rival has been the Republican Party since the 1850s. The party is a big tent, and though it is often described as liberal, it is less ideologically uniform than the Republican Party due to the broader list of unique voting blocs that compose it. The historical predecessor of the Democratic Party is considered to be the Democratic-Republican Party. Before 1860, the Democratic Party supported expansive presidential power, the interests of slave states, agrarianism, and expansionism, while opposing a national bank and high tariffs. It split in 1860 over slavery and won the presidency only twice between 1860 and 1910. In the late 19th century, it continued to oppose high tariffs and had fierce internal debates on the gold standard. In the early 20th century, it supported progressive reforms and opposed imperialism, with Woodrow Wilson winning the White House in 1912 and 1916. Since Franklin D. Roosevelt and his New Deal coalition after 1932, the Democratic Party has promoted a social liberal platform, including Social Security and unemployment insurance. The New Deal attracted strong support for the party from recent European immigrants but caused a decline of the party's conservative pro-business wing. Following the Great Society era of progressive legislation under Lyndon B. Johnson, including Medicare, the Civil Rights Act of 1964, and the Voting Rights Act of 1965, the core bases of the parties shifted, with the Southern states becoming more reliably Republican and the Northeastern states becoming more reliably Democratic. The party's labor union element has become smaller since the 1970s, and as the American electorate shifted in a more conservative direction following Ronald Reagan's presidency, the election of Bill Clinton marked a move for the party toward the Third Way, adopting market-oriented economic policies and culturally liberal policies.
