Summary

Serves as the Deputy Associate Administrator for the Office of Regional Services, providing support to the Associate Administrator for Regional Services, who provides leadership and direction over day-to-day operations of FTA Regional Offices.

As a Deputy Associate Administrator you will:
• Assists the Associate Administrator in promoting ongoing quality improvement, organizational effectiveness, enhanced Regional-Headquarter relationships, strategic plans, and performance measurement in Regional Offices.
• Promotes the development and implementation of Regional activities and plans and processes that support the DOT and FTA strategic plans.
• Fosters a customer service orientation within the Regional services organization, with delivery of timely, high quality work products that favorably reflect on the Department and are responsive to Regional office needs.
• Advocates and recommends to the Associate Administrator process changes or improvements regarding the structure, operation, and well-being of Regional Offices and field operations as it relates to the implementation of all FTA programs.
• Supervises employees in the Office of Regional Services to include the full spectrum of personnel management, such as leave approval, fitness/performance evaluations, discipline and incentives, as well as providing direction to contracted personnel.
The ideal candidate is a senior -level professional with leadership experience, excellent communication skills, and has experience working collaboratively with geographically distriuted teams.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience advising executives in changing environments, predicting operational requirements, and resolving organizational conflicts.
Experience collaborating with multi-disciplinary teams representing senior executives and their interests.
Experience creating and launching new programs or teams through strategic planning.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Administration and Management- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Organizational Awareness- Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
  • Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
