Responsibilities

This leadership role provides strategic direction for IT recruiting and contingent workforce staffing supporting Enterprise Mobility's global IT organization. The successful candidate will lead a team of recruiting professionals, partner closely with IT leadership, and drive innovative talent strategies that support both current and future workforce needs.

The Department Manager, IT Talent Acquisition is responsible for establishing and executing talent acquisition strategies that support Enterprise Mobility's technology workforce. This individual will provide leadership for recruiting operations, contingent workforce staffing, workforce planning initiatives, and vendor partnerships while ensuring an exceptional experience for candidates, hiring leaders, and the recruiting team.

Success in this role requires a strategic mindset, strong business acumen, operational excellence, and the ability to influence leaders across the organization. Equally important is the ability to successfully lead, develop, and inspire a high-performing team, fostering accountability, engagement, continuous improvement, and strong results in a fast-paced, evolving environment.

As a DepartmentManager, this individual must:
  • Set strategic direction for IT Talent Acquisition practice, build and maintain strong partnerships with IT leadership, executive stakeholders, and peers across Workforce Services
  • Anticipate workforce trends and talent market shifts to proactively address hiring needs
  • Drive measurable hiring outcomes through analytics, reporting, and operational excellence

Core Responsibilities:
  • Lead Enterprise Mobility's IT recruiting function, including internal mobility, external hiring, executive recruiting support, and contingent workforce staffing
  • Develop and execute strategic recruiting and workforce planning strategies in partnership with IT leadership to address evolving organizational needs, talent demands, and skill requirements
  • Build innovative sourcing strategies and talent pipelines for both experienced and early-career technology talent
  • Oversee recruiting operations, ensuring efficiency, consistency, and a positive candidate and hiring manager experience
  • Leverage workforce analytics, recruiting metrics, and market intelligence to drive decision-making and continuous improvement
  • Manage relationships with external recruiting partners, staffing suppliers, and contingent workforce vendors to ensure quality service, cost effectiveness, and compliance
  • Monitor recruiting performance, hiring trends, and workforce metrics, providing actionable insights to senior leadership
  • Partner across Human Resources, Compensation, Organizational Development, Immigration, and Legal teams to support complex hiring initiatives
  • Lead the optimization and adoption of recruiting technologies, processes, and workforce initiatives through effective change management.
  • Coach, develop, and mentor recruiting professionals, creating a culture of accountability, growth, and high performance


Qualifications

Required:
  • Must be presently authorized to work in the U.S. without a requirement for work authorization sponsorship by our company for this position now or in the future
  • Must reside in St. Louis, Missouri, or immediate surrounding area
  • Must be able to work a schedule within U.S. Central Standard Time core business hours.
  • 8+ years of progressive Talent Acquisition experience, including leadership of recruiting teams for a global business
  • Experience recruiting technical talent with demonstrated success building innovative sourcing strategies and talent pipelines
  • Experience managing relationships with external recruiting partners, staffing suppliers, and contingent workforce vendors to ensure quality service, cost effectiveness, and compliance
  • Experience managing budgets, forecasts, or recruiting-related financial planning
  • Working knowledge of employment law and recruitment compliance requirements
  • Protects our customers, our employees, and our brands by incorporating security and compliance in all decisions; ensures security policy and procedure requirements are met; continuously identifies opportunities for improving security and implements strategies to improve our security posture

Preferred:
  • Bachelor's or Master's degree
  • Advanced proficiency with recruiting technologies, applicant tracking systems, reporting tools, and Microsoft Office applications, including Excel.
  • Experience leading contingent workforce strategy and supplier management programs
  • Experience with iCIMS, Fieldglass, Workday, or similar talent management platforms
  • Experience building workforce planning, talent analytics, or recruiting operations programs
  • Knowledge of technology labor market trends, talent intelligence, and competitive hiring practices
