Transformation Director (Medicaid Platform Modernization) Location - Dallas, TX(Remote)
About the Role We are seeking a highly accomplished
Transformation Director to lead one of the largest healthcare technology modernization programmes within the Medicaid ecosystem. This role will be responsible for the strategic planning, governance, and execution of a multi year transformation initiative involving the migration of 23 Medicaid state implementations from a diverse legacy technology landscape to a consolidated enterprise platform based on
OpenText Exstream and
Hyland OnBase. The programme scope aligns with large scale Medicaid transformation initiatives involving correspondence management, enterprise content management, workflow modernisation, cloud adoption, and operational transformation.
Key Responsibilities Strategic Transformation Leadership - Define and execute the overall transformation strategy, roadmap, and governance model for 23 state Medicaid implementations. Lead enterprise scale platform consolidation and modernisation initiatives.
Transformation Delivery Oversight Provide executive oversight across multiple transformation towers, including:
- Enterprise Content Management (ECM), Customer Communications Management (CCM), OpenText Exstream modernisation, Hyland OnBase migration
Executive Stakeholder Management - Act as the primary executive point of contact for customer leadership and state stakeholders.
- Build trusted relationships with Medicaid business leaders, technology executives, and programme sponsors.
Portfolio & Programme Governance - Establish and oversee programme governance, PMO controls, reporting frameworks, and executive dashboards.
- Manage programme scope, budget, schedule, risks, dependencies, and benefits realisation.
Risk, Compliance & Operational Readiness - Ensure adherence to HIPAA, Medicaid, and state regulatory requirements, Establish robust risk management and mitigation strategies.
Financial & Commercial Management - Own programme financial performance, forecasts, and budget management, Drive value realisation, cost optimisation, and productivity improvements.
Leadership & Organization Development - Lead a large, geographically distributed team consisting of programme managers, architects, consultants, delivery managers, and technical specialists. Build a high performance culture focused on accountability, collaboration, and customer success.
Healthcare & Government Experience - Deep understanding of Medicaid programmes and healthcare payer operations, Experience working with State Government agencies and public sector healthcare organisations.
Technology Expertise Strong understanding of: OpenText Exstream, Hyland OnBase, Enterprise Content Management (ECM), Customer Communications Management (CCM), Cloud Transformation Programmes
Preferred Qualifications: PMP Certification, PgMP Certification, PRINCE2 Practitioner, ITIL Certification, Lean Six Sigma Certification

The pay range for this role is
$150,000-$170,000 per annum including any bonuses or variable pay.
