Requirement: DCSA Senior Business and Financial Specialist Support

Job Description:

Forge is seeking a full-time Project Specialist / Senior Business and Financial Specialist assigned to the Defense Counterintelligence and Security Agency (DCSA) in support of the Acquisition and Technology (AT) Directorate, providing advisory services on business operational processes and procedures.

Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):
  • The Senior Business and Financial Specialist shall assist in identifying and addressing gaps in AT's financial and budget processes and shall provide analytical assistance across the full budget formulation, execution, and close-out cycle. SPECIFIC TASKS:
  • The DCSA AT requires Contractor support to identify and address gaps in business operational processes and procedures. Support activities may include, but are not limited to: documenting existing workflows, recommending improvements to standardize processes, supporting the development of Standard Operating Procedures (SOPs), and preparing draft policies and procedures for government review and approval. The Contractor shall also support the creation of business case analyses, gap analyses, and strategic communications materials to facilitate coordination between AT and its internal and external stakeholders.
  • Contractor support personnel shall submit a Weekly Activity Report (WAR) of ongoing and completed project status, tasks as required in PWS Table 7.2..
  • Upload documents to sites and execute ad-hoc data pulls. Reports shall include: technical status, brief description of task, problems and corrective actions taken, risks, government action required, and scheduled.
  • Support program and project management for pre-contract award and post-contract award activities. Support AT budget-related activities by providing analytical assistance for budget formulation, execution tracking, and reporting.
  • Compile and manage program lifecycle documentation requested from various Agency action offices. Generate comprehensive portfolio, program, and project assessment reports as needed. Summarize progress, track issues, and aggregate management data to support continuous reporting and respond to ad hoc information requests.
  • Perform a variety of PM support functions, including support in estimation and tracking of project costs, development and maintenance of work breakdown structures (WBS) and schedules.
  • Support process management for establishing baselines and monitoring, updating, and continuous refinement of processes, practices, templates, etc.
  • Assist the program office and project teams with the development of various specific and individual program-related documentation, including decision briefings/white papers.
  • Assist with AT governance activities such as supporting Program Management Reviews, other reviews, DCSA governance boards, and working groups.
  • Support business management and analytical functions for the development, sustainment, and implementation of agency-level strategic functions supporting short-term through long-term processes, analysis methodologies, and controls.
  • The Contractor shall spearhead process improvement initiatives and provide draft documentation including Standard Operating Procedures (SOPs), Directives, and Organizational Work Instructions (OWIs) to streamline complex organizational challenges.
  • Support AT Trusted Agency Security Managers (TASM's) and Trusted Agents (TA's) with onboarding and offboarding Contractor personnel processes and develop routine reports and metrics, including, but not limited to, a Trusted Agent Tracker, Financial Management Tracker, and Master Contract List Tracker to include a list of contracts, tier support level, status, issues, and next steps.
  • Support the year-end close-out process by reconciling all AT requirements in the Acquisition and Budget Management (ABM) Tool and preparing draft documentation to assist the Government with necessary de-obligations or funding realignments.
  • Develop standardized templates and formats for AT governance review materials, including executive briefings, decision memoranda, and supporting analysis. Support the development of governance training materials and conduct orientation sessions for new AT staff on governance processes.
  • The Contractor shall provide administrative and operational support to AT Trusted Agent Security Managers (TASMs) and Trusted Agents (TAs) to facilitate the seamless onboarding and offboarding of contractor personnel. The Contractor shall maintain the AT Trusted Agent Tracker and deliver routine status reports and performance metrics
  • Independently facilitate special projects, as required.

Minimum Qualifications:
  • US Citizen
  • A Bachelor's degree in finance, accounting, business, or a related field; OR a minimum of eight (8) years of relevant financial analysis, budgeting, or accounting experience.
  • At least three (3) years of experience performing quantitative analysis of financial or programmatic data.
  • Ten (10) or more years of professional experience is expected at the Senior level.
  • Demonstrated experience with Federal budget formulation and execution, spending plans, and year-end close-out.
  • Experience with a Federal financial or acquisition management system of record (ABM, DAI, PRISM, or comparable).
  • Advanced Microsoft Excel skills, including pivot tables, lookups, and large-dataset reconciliation.
  • Superior time management, organization, and prioritization skills.
  • Competency in working autonomously.
  • Demonstrated competency in technical writing and business strategy.
  • Competency in Lean Six Sigma / SCRUM team leadership and/or DAWIA Program and Procurement Management, and in Project Management and/or Procurement methodologies.
  • Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable Federal regulations and Department of Defense policies.
  • Ability to read, write, and speak English fluently.
  • Hold and maintain an active DoD SECRET security clearance based on a favorably adjudicated T3 or T3R investigation. A Top Secret clearance (T5/T5R) may be required for select positions.
  • Be granted approval to obtain a DCSA physical access badge and access to DCSA information systems.
  • Complete all Government-mandated annual training, including Operational Security, Security Awareness, Subversion and Espionage, Ethics, and Prevention of Sexual Harassment.
  • Use a government or official company e-mail for all official U.S. government business. Personal, private, or commercial e-mail accounts shall NOT be used.
  • Comply with 32 CFR Part 117.12 (NISPOM) security training and briefing requirements. Academic degree requirements may be satisfied through additional relevant professional experience at a rate of four (4) years of experience for each degree level not attained.

Highly Desired Qualifications:
  • Prior experience supporting DCSA, a DoD Agency, or an Intelligence Community customer.
  • Direct hands-on experience with the Acquisition and Budget Management (ABM) Tool.
  • Experience with the Defense Agencies Initiative (DAI).
  • Experience supporting Spend Under Management (SUM) classification efforts.
  • Experience preparing de-obligation and ULO reporting.
  • CDFM, CGFM, or CPA certification.
  • Lean Six Sigma certification (Green Belt or higher).
