DescriptionThe purpose of this position is administering relational databases, installing databases and application software, and configuring of that database software, assigning database storage space to users, troubleshooting database and configuration problems, and providing lead direction to assigned staff. Establishes technical standards and guidelines for the effective use of databases, ensuring high availability, performance, and reliability. Designs appropriate database solutions according to the needs of the applications residing on that database.
Examples of Duties - Develop plans and requirements for new systems and enhancements. Translates requirements into physical database structures. Develops, designs, and reviews data models in conjunction with application development teams; monitors the state of county databases for optimal performance and reliability. Implements efficiency improvements where needed and adjusts resource usage accordingly.
- Assigns users to database sources and determines appropriate levels of data access to said databases. Ensures data security through standard server and database security best practices; mentors, trains, and oversees junior staff on project implementations. Maintains and update documentation as it relates to organizational databases/changes/upgrades. Documents lessons learned and process improvement scenarios.
- Maintains database documentation; writes and updates processes and procedures regarding database function, changes and upgrades; documents lessons learned and process improvement scenarios. Assists in managing information technology projects; plans and coordinates projects with project managers, department staff, and others; assists in overseeing work groups; may lead and coach others in program techniques and technology solutions; determines cost estimates and target dates; prepares project progress reports; enters time against project tasks in project tracking system; and provides employee evaluation input to project managers on developer performance.
- Supports complex applications with multiple web, application, and database servers; develops SQL, database queries, and database reporting tools utilizing source control concepts and change management procedures; assists in administering networks and developing network architecture according to communication and routing protocols; controls network access and security; and diagnoses, monitors, and analyzes network utilizing appropriate tools.
- Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation, including server alerts, server infrastructure diagrams, and technical guides and manuals; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including inventory reports, diagnostic performance reports, server trace reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Stacks software development using languages such as C#, Java to create and maintain custom software solutions for county departments to add or enhance functionality of county processes.
- Operates or uses various equipment and supplies in order to complete work assignments; operates and maintains servers, switches, and other power or motorized equipment; operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Communicates with County officials, supervisor, other employees, third party service contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum QualificationsEducation and Experience:Requires a bachelor's degree in information technology, Information Systems, Computer Science, or related field; and four (4) years of related experience in Database Administration, Performance Tuning and Optimization, backups, restores and recovery models, and implementing operational automations, or equivalent combination of education and experience.
Licenses or Certifications:Must possess and maintain a valid Georgia driver's license.

Knowledge, Skill, Abilities/ Supplemental InformationKnowledge, Skills, and Abilities: - Knowledge of Oracle databases and application servers.
- Knowledge of database performance training, Database High Availability, Database Backup and recovery.
- Knowledge of High availability options and strong communication and collaboration skills.
- Knowledge of local government operations, Technology Services related programs, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
