Reporting to the CIO, the Data Officer provides executive leadership across San Francisco Health Plan's (SFHP) data functions, including business analytics, reporting, analytics engineering, and the data warehouse, and is responsible for ensuring these capabilities work together as a unified, high-performing function. In this role, you will lead SFHP's transformation to data-driven decision-making at a pivotal time as the organization modernizes its data infrastructure, restructures data functions, and builds the foundation for a performance management culture.
Please note that while SFHP supports a hybrid work environment, you are required to be onsite and in-office a minimum of 4 days per month. This is a hybrid position, based in our Downtown San Francisco office.
Salary: $250,000 to $260,000 annually
WHAT YOU WILL DO:- Serve as the primary data leader to the CEO and executive team, translating organizational priorities into a consistent multi-year data strategy.
- Represent the data function in executive and leadership discussions, surfacing strategic opportunities and risks across the organization.
- Champion the shift from compliance-driven reporting to a performance management culture in which data and analytics will drive continuous improvement.
- Set the long-term vision and roadmap for SFHP's data capabilities, including business anlytics, reporting, analytics engineering, and data warehouse functions.
- Make executive-level decisions on architecture, sequencing, investment, and tradeoffs, and prepare clear business cases that articulate effort, impact, and ROI.
- Lead the restructure of the data function in collaboration with IT leadership to ensure an optimal structure across business analytics, reports engineering, analytics engineering, and data warehouse functions.
- Develop senior leaders within the function, clarify roles and responsibilities, eliminate duplication, and establish a structure that supports organizational reuse and scale.
- Recruit, retain, and grow data talent with an emphasis on both technical depth and health plan expertise; build durable talent development practices that strengthen organizational depth.
WHAT YOU WILL BRING:- Minimum of 12 years of progressive leadership experience managing data and analytics functions, including direct management of data/analytics engineering and analytics/reporting teams.
- Demonstrated experience leading a data function at the senior or executive level, including managing senior leaders and shaping multi-year strategy.
- Experience modernizing data infrastructure, including migrations from legacy to cloud-based platforms, with technical depth to evaluate architecture and engineering decisions.
- Domain expertise in health plans, managed care, or adjacent fields, with working knowledge of data domains including claims, membership, provider, and regulatory reporting (HEDIS, NCQA, Medicaid).
- Experience leading organizational change at the function level, including restructuring teams, clarifying roles, and building a culture of proactive data use.
- Experience partnering with executive leadership and serving as a primary data advisor to a CEO or C-Suite.
- Bachelor's degree in computer science, data science, information systems, statistics, mathematics, business, healthcare administration, or related field or equivalent work experience required
