Full Job Description
Everforth ECS is seeking a Data Governance & Quality Analyst SME to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.

The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.

This role will architect, govern, and enforce enterprise data governance and quality frameworks that support WDP Core Integration operations across Unclassified/NIPR, Secret/SIPR, and Top Secret/JWICS environments. The Data Governance & Quality Analyst SME will also lead and direct a technical writing team responsible for translating governance standards, data quality controls, stewardship processes, access procedures, and compliance requirements into training curricula, playbooks, user guides, governance artifacts, audit packages, and executive-ready deliverables.
  • Architects and governs enterprise data governance and quality frameworks supporting War Data Platform (WDP) Core Integration operations across Unclassified and NIPR, Secret and SIPR, and Top Secret and JWICS enclaves.
  • Develops authoritative governance policies, access control standards, lineage models, and compliance enforcement processes aligned with mission objectives, regulatory mandates, and cross-domain security constraints.
  • Operates governing structures that validate data catalog accuracy, metadata completeness, asset classification, and entitlement consistency using Collibra, Apache Atlas, Databricks Unity Catalog, and enterprise IAM platforms.
  • Leads quality engineering activities by developing profiling models, statistical quality thresholds, reference integrity rules, and automated validation workflows.
  • Conducts governance effectiveness assessments by measuring catalog coverage, quality defect rates, rule adoption, remediation cycle time, and user satisfaction across mission communities.
  • Facilitates governance councils, strategic working groups, and data forums to synchronize governance actions with engineering, cybersecurity, and AI modernization teams.
  • Establishes data-sharing agreement baselines and adjudicates complex stewardship decisions supporting Combatant Commands, Joint Staff analysts, and federal mission partners.
  • Directs the technical writing team in developing and maintaining training programs for data stewards, analysts, engineers, and mission users, including curricula, governance playbooks, compliance checklists, onboarding guides, job aids, and enclave-specific access guidance.
  • Leads the development of high-impact governance and quality deliverables, directing technical writers and SMEs in the production of governance roadmaps, maturity assessments, audit packages, corrective action recommendations, mission-value impact reports, executive briefings, and stakeholder-facing documentation that enhance transparency, reinforce regulatory compliance, and strengthen enterprise data credibility across the WDP Core Integration ecosystem.
  • Provides tasking, technical direction, quality review, and editorial oversight for technical writers supporting WDP Core Integration governance, data quality, stewardship, compliance, onboarding, and training documentation.
  • Performs other duties as assigned.


  • Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
  • 12+ years of experience designing, implementing, and governing enterprise data governance and quality frameworks in a multi-domain environment.
  • Proficiency in IAT II-level security certifications (CompTIA Security+ CE, CompTIA CySA+, CompTIA Cloud+, Cisco CCNA Security, GIAC GSEC, GIAC GCED, or ISC SSCP).
  • Demonstrated experience using Collibra, Apache Atlas, or Databricks Unity Catalog to develop and enforce data governance policies and metadata standards.
  • Experience leading technical writers, documentation teams, or knowledge-management personnel in the development of governance, data quality, training, compliance, or technical documentation for enterprise data platforms.
  • Proven track record of creating automated data-quality validation workflows, profiling models, and statistical thresholds for large, classified data sets.
  • Ability to design and deliver data-steward training programs, governance playbooks, and compliance checklists to diverse audiences.
  • Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
  • Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
