The Challenge:

The ability to design trusted, scalable, and mission-aligned data architecture is essential to supporting modern data management, analytics, reporting, and enterprise decision-making. What if you could use your data architecture experience to help shape current and future-state data environments for a federal mission focused on improving access, quality, transparency, and usability of enterprise data?

Challenging Projects:

As a Data Architect with JCTM, you will serve as the senior technical authority responsible for the design, governance, modernization, and implementation of USDA Rural Development's enterprise data architecture supporting the RD Data Management Support and Services contract. This position leads the development of scalable enterprise data solutions supporting the Rural Development Tabular Data Warehouse (TDW), Enterprise Data Analytics Platform (EDAPT), enterprise reporting, analytics, geospatial integration, and future cloud modernization initiatives.

Working across business and technical organizations, the Data Architect establishes enterprise architecture standards, develops future-state data strategies, supports modernization planning, and ensures enterprise information assets remain secure, governed, reliable, and accessible in support of USDA Rural Development mission objectives.

Key Responsibilities:
  • Lead development of enterprise data architecture supporting USDA Rural Development's enterprise data management strategy.
  • Design conceptual, logical, and physical data models supporting enterprise reporting, analytics, business intelligence, and geospatial systems.
  • Develop enterprise architecture supporting modernization of the Oracle Tabular Data Warehouse (TDW) and implementation of future-state data platforms.
  • Establish enterprise standards governing data architecture, metadata management, Master Data Management (MDM), data quality, and information lifecycle management.
  • Develop enterprise data integration strategies supporting structured, semi-structured, unstructured, and geospatial information.
  • Prepare technical specifications supporting enterprise database design, application integration, and modernization initiatives.
  • Evaluate existing enterprise data environments and develop recommendations that improve scalability, maintainability, security, and operational performance.
  • Provide technical leadership during architecture reviews, database reviews, design reviews, and implementation activities.
  • Collaborate with Data Engineers, BI Analysts, GIS Architects, application developers, and Government stakeholders to implement enterprise data solutions.
  • Develop architecture documentation, data lineage, implementation guidance, and enterprise technical standards.
  • Support Agile planning activities, sprint execution, backlog refinement, and technical demonstrations.
  • Advise Government leadership on enterprise data strategy, modernization priorities, and emerging technologies supporting Rural Development's long-term objectives.

State-of-the-Art Technology:

The technical environment may include Oracle Database, Oracle Tabular Data Warehouse (TDW), Enterprise Data Analytics Platform (EDAPT), Databricks, Erwin Data Modeler, Informatica, MuleSoft Anypoint Platform, SQL, REST APIs, Power BI, Tableau, Oracle Analytics Server (OAS), Oracle Business Intelligence Enterprise Edition (OBIEE), Git, Azure DevOps, and Agile/Scrum delivery practices.

Work Location:

You Have:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Mathematics, Data Science, or a closely related technical discipline.
  • Minimum fifteen (15) years of experience designing enterprise data architectures supporting large-scale data warehouse and analytics environments.
  • Minimum fifteen (15) years of experience with enterprise data modeling, data warehouse/lakehouse technologies, cloud data platforms, and API design.
  • Demonstrated experience designing conceptual, logical, and physical enterprise data models.
  • Experience developing enterprise ETL/ELT architectures and data integration strategies.
  • Experience implementing enterprise Master Data Management (MDM), metadata management, and data governance frameworks.
  • Experience performing enterprise architecture assessments and developing modernization roadmaps.
  • Experience integrating structured, semi-structured, unstructured, and geospatial data into enterprise information platforms.
  • Experience preparing architecture documentation, implementation strategies, technical specifications, and executive-level recommendations.
  • Strong written and verbal communication skills with the ability to communicate effectively with executive leadership, technical teams, and business stakeholders.
  • Ability to obtain and maintain all USDA-required background investigation and system access credentials.
  • Ability to work effectively in a predominantly remote Agile development environment with periodic onsite support as required.
