The Challenge:

The ability to develop compliant, compelling, and timely federal proposals is essential to helping mission-focused organizations compete and grow. What if you could use your federal proposal management experience to help JCTM pursue and win critical work supporting national security and federal missions?

Challenging Projects:

As a Senior Proposal Manager with JCTM, you will lead complex federal proposal efforts from opportunity qualification through final submission. This position requires an experienced proposal professional who can independently manage compliance, schedules, content development, color reviews, stakeholder coordination, and final production readiness. The Senior Proposal Manager will work closely with Growth, Operations, Contracts, Pricing, and Executive Leadership to develop compliant, compelling, and timely proposal responses.

Key Responsibilities:

  • Pre-Proposal Support: Lead or support development of RFIs, Sources Sought responses, White Papers, Capability Statements, Rough Order of Magnitude (ROM) responses, and other pre-solicitation deliverables that support capture activities and acquisition shaping efforts.
  • Proposal Repository Management: Maintain and leverage proposal repositories, past performance libraries, resume databases, boilerplate content, and other reusable proposal assets.
  • Capture Transition Management: Facilitate proposal kickoff activities and ensure successful transition from capture to proposal development, including review of customer intelligence, win themes, competitive assessments, and solution strategies.
  • Proposal Management: Lead federal proposal efforts from capture transition through final submission, ensuring proposals are compliant, compelling, complete, and submitted on time.
  • Compliance Management: Analyze solicitation requirements, including Section L / Section M or equivalent instructions and evaluation criteria, and develop detailed compliance matrices to guide proposal development.
  • Schedule and Milestone Management: Build and manage proposal schedules, milestones, writing assignments, color reviews, production timelines, and submission readiness activities.
  • Stakeholder Coordination: Coordinate writers, subject matter experts, pricing, contracts, operations, and executive stakeholders to ensure proposal content is accurate, aligned, and responsive to customer requirements.
  • External Partner Coordination: Coordinate proposal schedules, deliverables, reviews, and content contributions from subcontractors, consultants, teaming partners, and joint venture stakeholders.
  • Proposal Risk Management: Identify, communicate, and mitigate proposal development risks, including compliance concerns, content gaps, staffing challenges, schedule impacts, and submission risks.
  • Volume Leadership: Serve as volume lead for assigned proposal sections, ensuring content development, compliance, responsiveness, and quality throughout the proposal lifecycle.
  • Content Development Oversight: Guide proposal teams in developing clear, persuasive, and customer-focused content that reflects JCTM's capabilities, differentiators, and win themes.
  • Color Review Leadership: Plan and lead proposal color reviews, capture actionable feedback, adjudicate reviewer comments, and ensure revisions improve compliance, quality, and persuasiveness.
  • Executive Communications: Prepare and deliver proposal status briefings, decision support materials, executive summaries, and other communications required to support leadership decision-making.
  • Multiple Proposal Efforts: Manage multiple concurrent proposal efforts with limited day-to-day direction while maintaining schedule discipline, communication, and quality standards.
  • Submission Readiness: Manage final production, quality control, formatting, compliance checks, and submission activities to ensure all proposal requirements are met.
  • Continuous Improvement: Participate in proposal debrief reviews, lessons learned activities, and process improvement initiatives designed to improve proposal quality, efficiency, compliance, and win probability.

You Have:

  • 7+ years of federal proposal management experience managing complex FAR-based federal proposals
  • Experience supporting RFIs, Sources Sought responses, White Papers, and other pre-solicitation deliverables
  • Experience managing proposal efforts involving subcontractors, teaming partners, and joint venture organizations
  • Experience supporting task order proposals under GWACs, IDIQs, BPAs, or multiple-award contract vehicles
  • Experience managing FAR-based federal proposals
  • Experience with DoD or federal services proposals
  • Strong understanding of Section L / Section M or equivalent proposal instructions and evaluation criteria
  • Ability to develop and manage compliance matrices
  • Ability to independently manage proposal schedules, milestones, writing assignments, reviews, and submission readiness
  • Experience coordinating writers, SMEs, pricing, contracts, operations, and executive stakeholders
  • Experience leading color reviews and adjudicating reviewer comments
  • Ability to manage multiple proposal efforts with limited day-to-day direction
  • Strong written and verbal communication skills
  • Ability to clearly articulate proposal requirements, risks, timelines, and decision points for executive-level consumption
  • Ability to use prior experience and knowledge to address new situations, especially during interactions with internal stakeholders and teaming partners
  • Authorized to work in the United States


Nice to Haves:

  • Active Secret clearance or ability to obtain one
  • Experience supporting proposals under GSA MAS, OASIS+, Polaris, SeaPort-NxG, or similar federal contract vehicles
  • Experience utilizing proposal automation, AI-assisted proposal development tools, and collaborative proposal management platforms
  • Shipley and/or APMP familiarity preferred
  • Experience supporting proposals for defense, intelligence, cyber, IT, professional services, or mission support programs
  • Experience working with capture managers to translate win themes, discriminators, and solution elements into proposal content
  • Experience with Microsoft SharePoint, Teams, or other collaborative proposal development platforms
