The Challenge:

Trusted, well-governed data is essential to accurate reporting, analytics, geospatial services, modernization, and mission decision-making. What if you could use your data governance, metadata management, and data quality experience to help USDA Rural Development improve the consistency, transparency, and usability of enterprise information assets?

Challenging Projects:

As a Data Governance Analyst with JCTM, you will provide enterprise data governance, metadata management, and data quality support for the USDA Rural Development Data Management Support and Services (RD-DMSS) contract. This position is responsible for developing and maintaining governance processes that improve the quality, consistency, transparency, and usability of enterprise data assets supporting reporting, analytics, geospatial services, and modernization initiatives.

Working collaboratively with Government stakeholders, the Data Architect, Data Engineers, BI personnel, GIS specialists, and business stakeholders, the Data Governance Analyst establishes governance standards, supports Master Data Management (MDM), documents enterprise data lineage, and promotes consistent enterprise data management practices across USDA Rural Development.

Key Responsibilities:
  • Develop and maintain enterprise data governance policies, standards, and procedures supporting USDA Rural Development's enterprise data management strategy.
  • Support implementation of Master Data Management (MDM) processes, governance frameworks, and enterprise data stewardship activities.
  • Develop and maintain enterprise metadata, business glossaries, data dictionaries, data catalogs, and enterprise data inventories.
  • Document enterprise data lineage, data lifecycle, business rules, and data dependencies supporting reporting, analytics, and modernization initiatives.
  • Analyze enterprise data quality issues and recommend governance improvements that strengthen consistency, integrity, and usability.
  • Coordinate with business stakeholders and data stewards to establish standardized business definitions, ownership, and governance responsibilities.
  • Support development and maintenance of enterprise data catalogs that improve discovery, transparency, and management of enterprise information assets.
  • Collaborate with the Data Architect, Data Engineers, BI personnel, GIS personnel, and Government stakeholders to ensure governance requirements are incorporated into enterprise solutions.
  • Develop governance documentation, implementation guidance, standard operating procedures, and user reference materials.
  • Participate in governance reviews, architecture reviews, sprint planning, backlog refinement, and continuous process improvement initiatives.
  • Support enterprise modernization efforts by ensuring governance requirements remain integrated throughout the system development lifecycle.
  • Recommend improvements that enhance enterprise data governance, regulatory compliance, operational efficiency, and organizational decision-making.

Work Location:

This position is expected to be performed remotely within the United States. Periodic on-site support may be required based on customer or mission needs.

You Have:
  • Bachelor's degree in Computer Science, Information Systems, Data Analytics, Business Analytics, Engineering, Mathematics, or a closely related technical discipline.
  • Minimum ten (10) years of experience supporting enterprise data governance, metadata management, or data quality initiatives.
  • Demonstrated experience developing and implementing enterprise data governance frameworks, policies, standards, and procedures.
  • Experience supporting Master Data Management (MDM) initiatives and enterprise data stewardship programs.
  • Experience developing enterprise metadata repositories, business glossaries, data dictionaries, and data catalogs.
  • Experience documenting enterprise data lineage, data lifecycle, business rules, and data dependencies.
  • Experience analyzing enterprise data quality and implementing governance processes that improve consistency, integrity, and usability.
  • Experience developing governance documentation, standard operating procedures, training materials, and implementation guidance.
  • Experience supporting Agile software development lifecycle activities and enterprise change management processes.
  • Strong analytical, written, verbal, and facilitation skills with the ability to communicate effectively with technical teams and business stakeholders.
  • Ability to obtain and maintain all USDA-required background investigation and system access credentials.
  • Ability to work effectively in a predominantly remote Agile development environment with periodic onsite support as required.
  • Ability to prepare governance documentation, executive briefings, implementation guidance, and standard operating procedures.
