About This Role:
The Data Advisor will be part of a small and effective cross-sectoral team within Green Municipal Fund (GMF) Programs. Our team provides support in the areas of program design, program performance management, and continuous improvement for several GMF funding offers. Our team works most closely with programs focused on transportation, circular economy, water, energy, land use, affordable housing, and sustainable finance.

The Data Advisor will play a leading role on setting up and operating data systems to support monitoring and evaluation efforts of several GMF programs. They will also play a role in supporting other programs design and effectiveness initiatives, as needed.

Note that this role strongly benefits from fluency in French; by contributing to program materials, stakeholder engagement and other projects in French on an as needed basis.

What you'll be doing:

Key Responsibilities

Data Analytics, dashboards and data systems

  • Liaise with other teams across GMF to produce program dashboard and reports, using Power BI, the customer relationship management database (CRM) and the grants and loans management system (GLMS), that support better program delivery, monitoring, and evaluation.
  • Perform initial quantitative and qualitative analysis of program data. Create visual representations of program data and results (e.g., graphs, charts, maps, etc.).
  • Develop, update, and maintain data collection and analysis tools.
  • Manage and execute data extraction requests from CRM, GLMS, and related business systems, ensuring data is accurately retrieved, validated, and prepared in accordance with operational, reporting, and stakeholder requirements.
  • In collaboration with key internal stakeholders, identify, develop, optimize, and implement best practices and business processes within data management and reporting with the objective of achieving operational excellence.

Evidence-based risk monitoring
  • Support evidence based, data informed, risk monitoring and management approaches at a program and portfolio level.


Information Systems / Programs Liaison
  • Support programs leadership and liaise with the Information Systems team to track and support Programs department Information Systems priorities, including providing a department-wide lens on system change requests and requirements processes - to inform and raise decision points to Programs Leadership Team.
  • Support program design leads to understand and follow consistent processes for new program launches (Information Systems requirements) and system enhancement requests.
  • Support Information Systems team and Program design leads to ensure smooth translation of business needs to technical requirements and ensure processes and standards are consistently implemented across programs.


Other Programs Support and Development Projects as assigned
  • Lead continuous improvement initiatives.
  • Conduct research and analysis related to program design, program performance management or program improvement.
  • Provide support for initiatives such as planning and organizing working groups, information management, and coordinating with stakeholders, lead advisors and service providers.
  • Support colleagues with development and/or production of French content related to program design and operations, as needed.
  • Promote intra and inter-unit collaboration, information sharing and knowledge brokering activities.
  • Support development, updating, and process improvements of funding offers to ensure that GMF funding supports sector needs and are well integrated with overall GMF operations (e.g., finance, risk management, outreach, client services, governance, capacity building).
  • Undertake additional activities assigned such as, participating in working groups and designing workshops/consultations and/or other activities

Knowledge and Experience

Requirements :


  • Post-secondary education in a related field (public or business administration, economics, data science, project management, etc.).
  • Minimum of 3-5 years of experience in conducting research, data management and/or analysis, project management, performing quantitative and qualitative analysis, and developing written materials for a professional audience.
  • Strong knowledge of business support processes and tools, particularly advanced data manipulation and visualization skills using Microsoft Excel and PowerBI computer business applications (MS Office suite, including Microsoft PowerPoint), customer-relationship management (CRM) software and database management.
  • Demonstrated experience with strong storytelling and visualization techniques using multiple tools including Excel, PowerBI, Microsoft CRM, etc.
  • A combination of professional, academic, and/or lived experience in at least one of the following areas: monitoring, evaluation, and organizational learning, funding program design and operations, program reporting and performance management
  • Demonstrated ability to understand, communicate, and contribute to technical content. Technical experience in one or more of the following sectors an asset: transportation, energy, waste, water, land use, affordable housing, or municipal finance.
  • Strong attention to detail and accuracy.
  • Excellent research and project coordination skills.
  • Strong verbal and written communications skills in English. French is a strong asset.


Assets :
  • Experience in stakeholder engagement, applying equity principles, lean methodologies / continuous improvement, project management, design thinking.
  • Experience leading meetings and delivering presentations/trainings to senior and professional audiences.
  • Understanding of the structures and function of municipal government in Canada; and the interests of municipal governments related to sustainability and the environment.
  • Familiarity with cloud platforms (e.g., AWS, Azure, Google Cloud) and distributed computing frameworks (e.g., Spark) for scalable machine learning.
  • Proficiency with programming frameworks and languages such as SQL, Python, TextBlob, scikit-learn., DAX.


Language Requirements :
  • The ability to communicate fluently in written and verbal format in English is required. French fluency is a strong asset.

Salary Range:

$75,577.00 - $85,413.00
