Position OverviewThis position is accountable for the distribution and disposition of Americans with Disabilities Act (ADA) paratransit vehicles and the management of projects awarded through the Consolidated Vehicle Procurement (CVP) program throughout the state of Illinois.
Essential Functions- Assists and directs non-profit and public transit providers in the development of grant applications.
- Evaluates Consolidated Vehicle Procurement (CVP) grant application documents to assess merit and identify issues.
- Provides technical assistance to non-profit and public transit providers regarding federal and state program compliance requirements.
- Prepares correspondence necessary for the management of applications, grant agreements, and oversight for assigned grants.
- Promotes the implementation of CVP projects and monitors all project activities.
- Maintains thorough and accurate records within a data management system.
- Participates and contributes to the annual review and updates internal transit procedures manuals.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications- Completion of a bachelor's degree majoring in business administration, public administration, accounting, finance, management, project management, safety management, OR completion of two years of college PLUS two years of experience in managing public transportation vehicle specifications/design, managing maintenance and inspections, monitoring grant compliance, administering federal funding, reviewing grant applications, planning public transportation services, complying with transit program policies, managing transit grants/transit project management, or a combination thereof, OR six years of experience in managing public transportation vehicle specifications/design, managing maintenance and inspections, monitoring grant compliance, administering federal funding, reviewing grant applications, planning public transportation services, complying with transit program policies, managing transit grants/transit project management, or a combination thereof.
Preferred Qualifications - Vehicle mechanical aptitude with the ability to understand the specialized design and operating characteristics of purposebuilt paratransit vehicles.
- Proficient in time and data management.
- Experience with consultant contract management.
- Ability to visualize, articulate, and solve complex problems.
- Detail-oriented with strong organizational skills.
- Proficient in Microsoft Office applications.
- Experience with federal transit grant programs and compliance.
- Commercial Drivers License (CDL).
Conditions of Employment- Requires a valid driver's license.
- Requires occasional statewide and out of state travel with overnight stays.
- Requires successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
