CPSS PP&C (Consolidated Program Support Services Program, Planning, & Control) II SME 3. In this role you will serve as programmatic subject matter expert, possessing in-depth knowledge of a particular area such as but not limited to
- Strategic planning
- Project planning
- Requirements management
- Independent assessments and/or
- Stakeholder management
ResponsibilitiesDuties include, but not limited to:
- Provides technical/management leadership on major tasks or technology assignments.
- Establishes goals and plans that meet project objectives.
- Directs and controls activities for a project, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.
- Performs project negotiations and interfaces with senior management.
- Supports strategic program and project reviews and special studies.
- Provides input and recommendations for alternatives or "make-or-buy" analysis and planning.
- Provides input and recommendations for the development and execution of the business plan process, business plan, and strategic plans.
- Provides input and recommendations for conferences, meetings, and program and project reviews.
- Develops handbooks and training courses.
- Provides affordability analysis and planning recommendations.
- Provides input, advice, and recommendations to Independent Review Teams.
- Reviews project documentation, technical reports, requirements documents, and memoranda to support decision-making.
- Supports program reviews and provides independent assessments.
- Provides management analysis of program and project execution.
- Provides scenario planning.
- Serves as an advisory member of program or project Standing Review Boards (SRB), as applicable in the SRB Handbook.
- Provides mentoring to program and project managers, Center and organizational management, and technical and scientific personnel as required.
- Provides specialized skills and experiences related to ongoing programmatic activities in order to measure program progress toward prescribed goals as required by any NASA Center.
QualificationsMinimum Required QualificationsCitizenship: Must be a US citizen.
Clearance: Ability to obtain and maintain a DoD Top Secret Clearance.
Education: BA/BS degree.
Years of Experience: 25 years of directly related experience.
Preferred QualificationsClearance: Current DoD Secret or TS Clearance.
Additional InformationLocation: On-site at Marshall Space Flight Center (MSFC), Huntsville, AL.
Travel: Travel may be required at the Customer's request.
Onsite: Telework capabilities for local candidates (percentage of telework allowed will vary based on the Customer's discretion).
