Full Job Description
Responsibilities:
Provide IT planning, budget, and analysis support, with a focus on portfolio management, capital planning, and investment oversight.
Support full lifecycle of IT budget development, including preparation, submission, and justification of budget exhibits, monthly investment updates, and evaluation scoring for major IT investments, submitted to the Federal IT Dashboard.
Manage and monitor IT portfolio activities, in alignment with OMB Circular A-11, FITARA, PortfolioStat, FedStat, TechStat, and IDC processes.
Ensure IT investments align with mission requirements and comply with applicable statutes, regulations, and capital planning guidance.
Support TBM implementation and integration with CPIC processes, automation tools, and governance frameworks.
Assist in developing and maturing EVM approaches, compatible with both traditional and agile development methodologies.
Design and implement portfolio analytics, data collection strategies, and customized management tools -- including dashboards and SharePoint solutions, to support data-driven investment decisions and reduce administrative burden on program offices.
Interface with federal clients and program managers to assess portfolio conditions, identify opportunities for improvement, and deliver training and technical support related to AAR processes and associated system testing activities.
Professional Experience and Skills:
Demonstrated experience in policy development and stakeholder coaching and training.
Requires experience in strategic planning, investment artifact development (e.g., business cases and cost-benefit analyses), and IT systems implementation.
Requires experience in web and SharePoint design, and Power BI.
Direct exposure to C-suite engagement and executive-level briefings.
Education and Years of Experience:
Bachelor's degree required.
PMP certification required.
Minimum 5 years of experience in federal government IT project management.
Minimum 3 years of experience managing mission-critical programs and projects.
