Hydraulics International, Inc. (HII) is seeking a Government Contracts Administrator & Bid Manager to support the full lifecycle of U.S. Government and commercial contracts, from solicitation through contract closeout. This position is responsible for coordinating proposal development, reviewing contract requirements, administering awarded contracts, and ensuring compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and customer contractual requirements.
The successful candidate will work closely with Sales, Engineering, Operations, Finance, Supply Chain, and Executive Management to prepare competitive proposals, negotiate contract terms, manage contract modifications, monitor contractual performance, and ensure timely execution of customer obligations.
Key Responsibilities- Manage RFIs, RFQs, RFPs, Sources Sought Notices, and proposal submissions.
- Coordinate proposal schedules and cross-functional proposal teams.
- Review customer contracts, purchase orders, and amendments for contractual compliance.
- Prepare Bid/No-Bid packages and proposal compliance matrices.
- Coordinate pricing, cost estimates, and proposal documentation.
- Negotiate contractual terms and conditions with customers within delegated authority.
- Administer awarded contracts, including modifications, option exercises, and closeout activities.
- Monitor contract deliverables, funding, schedules, and customer requirements.
- Ensure compliance with FAR, DFARS, ITAR, EAR, and company policies.
- Maintain contract files, proposal records, and reporting metrics.
- Support customer audits and internal compliance reviews.
- Serve as the primary point of contact for contractual and proposal-related matters with customers and internal stakeholders.
Qualifications- Bachelor's degree in Business, Contracts, Finance, Engineering, or a related field.
- 8-10 years of experience in government contracts administration, proposal management, or defense contracting.
- Working knowledge of FAR, DFARS, and U.S. Government contracting procedures.
- Experience with proposal preparation, contract administration, and contract negotiations.
- Strong organizational, analytical, and communication skills.
- Proficiency in Microsoft Office applications.
- APMP or NCMA certification is preferred but not required.
