PERMANENT FULL-TIME POSITION IN NORTH VANCOUVERCLOSES: Open Until FilledReporting to the Senior Manager, Rights and Title, the Consultation Manager is responsible for leading and advancing the Nation's referral management program while overseeing branch operations, team performance, stakeholder engagement, and strategic initiatives. This role serves as a key connection point between Squamish Nation departments, external governments, proponents, regulatory agencies, and community partners to ensure that the Nation's rights, title, environmental stewardship priorities, and cultural interests are meaningfully considered in development activities occurring within Squamish Territory.

What You'll Do- Lead the implementation, maintenance, and continuous improvement of the Nation's referral management strategy.
- Provide leadership, mentorship, and direct supervision to Referral Analysts and administrative support staff.
- Coordinate with managers and analysts to ensure referrals are thoroughly reviewed and addressed within established timelines.
- Lead project planning activities, including defining scope, establishing work plans, allocating resources, and developing budgets for complex referral projects.
- Develop and monitor key performance indicators, program metrics, and reporting processes to measure effectiveness and support continuous improvement.
- Identify program risks, develop mitigation strategies, and ensure projects remain on track and within scope and budget.
- Manage referral-related budgets, expenditures, forecasting, and financial reporting processes.
- Monitor regulatory and legislative developments and provide guidance to staff on compliance requirements.
- Lead employee recruitment, onboarding, training, coaching, performance management, and development initiatives.
- Build and maintain productive relationships with government agencies, environmental organizations, proponents, consultants, legal counsel, and other external stakeholders.
- Coordinate contracts and agreements with external consultants and service providers as required.
- Support department-wide goals and strategic initiatives while contributing to the overall success of the Rights and Title team.
What We're Looking For- Bachelor's Degree in Political Science, Business, Accounting, Finance, Applied Science, or a related discipline.
- Master's Degree in Business Administration or a related field is considered an asset.
- Equivalent combinations of education and extensive related experience may be considered.
- 7 to 10 years of progressive experience in referral management, community consultation, intergovernmental relations, or a related field.
- Minimum 3 years of leadership experience with responsibility for employee supervision, performance management, and team development.
- Experience managing relationships with government agencies, regulatory bodies, environmental organizations, and public stakeholders.
- Experience developing and managing budgets, financial forecasts, expenditures, and reporting processes.
- Strong understanding of Indigenous Rights and Title, environmental legislation, regulatory processes, and consultation frameworks in British Columbia.
- Demonstrated project and program management experience, including managing multiple priorities and complex initiatives.
- Excellent communication, relationship-building, negotiation, and conflict resolution skills.
- Highly organized with strong analytical, strategic thinking, and decision-making abilities.
- Knowledge and understanding of Skwxwú7mesh Úxwumixw history, culture, customs, land, and people is considered an asset.

Salary: $100,033 - $150,050
