Full Job Description
Seeking Congressional/Legislative Coordinator II to coordinate and manage congressional and legislative affairs and support foreign assistance process management. The Congressional/Legislative Coordinator II is responsible for collaboration and coordination of foreign assistance to Europe, Eurasia, and Central Asia to support U.S. foreign policy objectives. The Congressional/Legislative Coordinator II will advise on Foreign Affairs committees and issues, recurring and arising. The Incumbent will be the primary office liaison with the Department of State legislative bureau coordinating and communicating with Senior Congressional Advisors. The Congressional/Legislative Coordinator II is the office’s liaison with State’s Legal Bureau (L), Office of Foreign Assistance (F), and other offices on Congressional related issues and taskers. Under the supervision of the Director of the Budget and Foreign Assistance Management section, the Incumbent(s) is responsible for the tracking and management of congressional reports, notifications, briefings, notes, and other related issues. The process includes routing and tracking the status of CNs, QFRs, reports, briefings, as well as assist with other documents and/or engagements in coordination within the resources and legislative team. Incumbent assures the accuracy of the documents, preparation for senior leadership, and needed revisions. The position also creates, drafts, and circulates fact sheets and dashboards on relevant topics.
The Congressional/Legislative Coordinator II assist with some budget, administration, and management tasks such as: assisting with preparing and/or tracking taskers, creating templates, creating training documents, assuring points of contacts are current; and obtaining senior level approval and/or clearance on documents. Also assist in drafting and formatting country/topic specific products; track budgetary approval processes; manage document libraries on the shared drive/sites. Incumbent will support bureau participation in meetings with foreign officials and other international and multilateral events that feature discussion of foreign assistance, and/or participate him/herself. This includes press, website, and newsletters regarding ACE’s role and other related priorities. The Incumbent(s) will perform office support duties to include but not limited to assembling documents in orientation binders for new staff, delivering documents to various Department offices.

Responsibilities
Congressional/Legislative Coordinator II shall provide professional service employees (Congressional/Legislative Liaison) for the following budget, communications, and administrative tasks:
• Track and coordinate Congressional reports, inquiries, and briefings for the office
• Manage the CN process includes routing and tracking the status of CNs, as well as assist with other reprogramming documents in coordination with the budget team
• Assist in drafting talking points and other official and/or Congressional documents and taskers. Liaise with ACE, intra- and interagency partners on clearances.
• Interface and coordinate directly within the office and front office leadership on drafting, scheduling, clearances, and process management.
• Advise office on Foreign Affairs committees and issues that recurring and arising with Congress;
• act as primary liaison with the Department of State Legislative bureau coordinating and communicating with Senior Congressional Advisors.
• Assist with the budget/resource planning, reporting, and execution processes
• Store and maintain files and documentation in SharePoint, including but not limited to approved Operational Plans, CNs, F memos, etc.
• Perform office support duties to include but not limited to assembling documents in orientation binders for new staff, delivering documents to various Department offices.
• Prepare briefing checklists, letters, reports, agendas, talking points, meeting minutes, and responses to congressional and interagency inquiries.
Qualifications
• Bachelor’s Degree (in related field) or higher degree with at least 3 years’ experience in international politics/foreign policy, legal, communications, business management, social science, information technology, accounting, or other related fields.
• At least 1 year or more experience working with Congress or Congressional staffers/liaison on U.S. foreign policy goals and objectives as they relate to U.S. foreign assistance efforts in the region.
• Experience coordinating, drafting, and tracking documents/papers.
• Experience with Microsoft SharePoint, Excel, Power Automate, Power BI applications/functions, intermediate or advance level.
• English language (written and spoken) communications skills.
• Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
• Strong organizational, communication, interpersonal, and computer skills.
• Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
• Excellent project management and interpersonal skills with basic knowledge on interrelated issues such as Military, Cybersecurity, Trafficking in Persons, Democracy, Rule of Law, Independent Media, and/or Economic Growth etc.
• Excellent writing, speaking, and research skills to produce independently prepared, authoritative documents under tight deadlines for consideration by senior managers
• Active Secret clearance.
