ABOUT THE POSITION
The City of Gilroy is seeking a dedicated full-time Community Coordinator (CC) within the Gilroy Police Department. This position plays a key role in strengthening community relationships by developing and implementing outreach programs centered around resident engagement, crime prevention, and youth intervention. The CC will collaborate with residents and local organizations to support Gilroy Police Department's mission of fostering a safer, more connected community.

Reporting to the Youth Task Force Coordinator or designee, this position will lead part-time staff and actively engage with community-based organizations (CBOs) and neighborhood residents. The role operates within a collaborative, supportive environment, fostering partnerships among community members, community-based organizations, and various agencies to address community needs and goals.

Based primarily out of the San Ysidro Park Community Center, the Community Coordinator will spearhead initiatives in partnership with the South County Youth Task Force to create safer neighborhoods and enhance resident engagement. Serving as the City's liaison, the Coordinator will work with local organizations, the school district, public safety agencies, business and faith-based groups to provide tailored violence prevention, intervention programs and health equity supports that help youth and their families in Gilroy.

This position presents an ideal opportunity for candidates with experience working with at-promise youth and resource-limited families, to gain valuable experience in public policy, and in development and implementation of co-created social programs at both the city and county levels.

The Gilroy Police Department (GPD) is a dedicated law enforcement agency committed to safeguarding the community's safety and security. Working closely with residents, local organizations, and public agencies, GPD provides comprehensive policing services designed to address community needs. The department prioritizes crime prevention, public safety, and cultivating strong, positive relationships within the neighborhoods it serves. Through active participation in local initiatives-such as community outreach and youth intervention programs-GPD is focused on building trust and fostering a safer, more inclusive community for everyone.

FIRST YEAR PROJECTS INCLUDE:
  • Organize reoccurring "Party in the Park" series to foster community engagement and connection.
  • Manage the Neighborhood Safety/Services Grant, working with the South County HEALS! Initiative to amplify resident voices, enhance neighborhood safety and advance violence prevention and health equity.
  • Actively contribute to the South County Youth Task Force initiatives focusing on improving youth programs, streamlining family supports, and expanding multi-agency collaboration and communication.
  • Supervise and support staff to ensure effective team performance.
  • Assist in administrative functions of mandatory grant reporting requirements.


ILLUSTRATIVE EXAMPLES OF WORK:
Duties include, but are not limited to the following:

  1. Identify, evaluate and analyze the needs of a targeted community area through meetings with community members, youth, parents, servicing agencies and partnering governmental agencies and other stake holders.
  2. Plan, organize, coordinate, publicize, implement, and evaluate a wide variety of programs and activities to meet the recreational, educational, physical and social needs in the community.
  3. Develop effective relationships with residents, community groups, governmental agencies, faith-based groups, local businesses, and public safety organizations to promote activities and encourage involvement in City programs.
  4. Conducts ongoing surveys, focus groups, forums and needs assessments and analyze information to help meet the needs and interests of the neighborhoods being served.
  5. Develop, provide new pro-social, anti-drug, violence prevention, recreation and other programs and services to target neighborhood and encourage co-sponsorship opportunities with partnering agencies.
  6. Organize, supervise and lead employees and groups in a particular recreation or leisure activities.
  7. Maintain supplies, inventory, and equipment related to assigned program area(s). Follow City purchasing procedures in order to secure needed supplies, inventory and equipment.
  8. Provide assistance, identify and provide information and referrals for services, special projects and events as assigned.
  9. Promote department activities and events and complete necessary culturally competent outreach via preparation of appropriate brochures, flyers, and other venues to communicate information.
  10. Coordinate and oversee program area(s) to insure cleanliness and proper use of facilities and equipment.
  11. Gather data, maintain records and generate reports, including budget-related reports for assigned program area(s).
  12. Screen, train, schedule, direct and monitor volunteers, part-time/seasonal staff, and other assigned personnel.
  13. Participate in related training programs and staff meetings.
  14. Serve as a liaison to school district and other agencies as needed.
  15. Pursue and monitor grants and participate in fund-raising events as assigned for program support.
  16. Perform a variety of clerical and administrative support functions for assigned program area(s).
  17. Review and document the progress and effectiveness of specific and assigned programs; develop and present recommendations for changes.
  18. Develop and track program budget(s) and provide input for future budget preparation.
  19. Provide staff support to various Boards and Commissions as assigned.
  20. Respond to and resolve inquiries regarding assigned program area(s).
  21. Ensure that assigned programs and staff function safely and in accordance with City safety standards and policies.
  22. Assist in recreational facilities operations and maintenance; coordinate scheduling of facilities both internally and externally; and set-up equipment for programs as appropriate and in accordance with City policy.
  23. Perform related work as required.


QUALIFICATIONS

  1. A Bachelor's degree from an accredited college or university in sociology, social work, ethnic studies, public administration, criminal justice or a related field of study.
  2. One (1) year of relevant full-time work experience or two (2) years part-time experience (averaging at least 20 hours per week) in a relatable public service, recreation program or with a non-profit organization.
  3. Possess and maintain a valid California Driver license and a safe driving record necessary to operate assigned vehicle(s).May be required to obtain a Class B license.
  4. Valid tuberculosis (TB) certificate.
  5. Must be available to work a varied schedule, evenings, weekends, and holidays.
  6. Possess (within 6 months of hire) and maintain a valid First Aid and CPR/AED certification.
  7. Pass a post-offer medical examination, which includes a drug test.
  8. Pass a Department of Justice criminal record check and background check for employment.
  9. Prefer non-tobacco user.
  10. Prefer bilingual (English/Spanish).

COMPENSATION, BENEFITS, AND ADDITIONAL INFORMATION

Persons appointed to this position on a full-time basis will receive the following benefits:

Health Allowance and Flexible Benefits Plan

Depending upon the number of dependents the health allowance ranges from $939.36 to $2,480.68 per month for core health benefits. Subject to specific rules, a cash back program is also available with proof of other medical coverage. City employees participate in the PERS Health Program, and may choose their medical coverage from a variety of providers. The City's flexible benefits plan includes medical and dental coverage as core benefits. A range of optional benefits including vision care, medical and dependent care accounts are also available. A term life insurance policy equal to $100,000 as of July 1, 2017 per MOU, long-term disability plan, and an employee assistance plan are currently provided at City expense.

Other Benefits

The City currently offers the CalPERS 2.5% at 55 pension plan for "classic" CalPERS members and 2% at 62 for "new" CalPERS members. Currently, the City pays the full employer portion of the retirement contribution for "classic" members and 50% of the total normal cost for "new" members. The "classic" member contribution of 8% is a pre-tax payroll deduction; "new" members shall pay 50% of the total normal cost as set by CalPERS. Anyone hired on or after January 1, 2013 will be subject to the applicable provisions, retirement formulas, and plan benefits/restrictions associated with the Public Employees' Pension Reform Act of 2013.

Vacation, Sick Leave, Holidays

Annual vacation ranges from two to four weeks per year, based on years of City of Gilroy service. Employees accrue eight hours of sick leave each month. Employees receive 36 hours of personal leave time in July of each fiscal year which must be used during the fiscal year (pro-rated based on hire date). The City observes 10 paid holidays each year.

Medicare/Social Security

Employees participate in Medicare (1.45% for both the employer and employee) as this is a mandated federal program. City of Gilroy does not participate in Social Security.

Payroll

All City employees are paid monthly, on the first business day of each month for the prior calendar month via direct deposit.

Representation

Persons appointed to this position on a full-time basis are covered by the AFSCME General Unit Memorandum of Understanding and Supplemental Agreements.
