Description & RequirementsJOB SUMMARY:The Cloud FinOps & Technology Cost Strategy Manager owns cloud and technology financial management across One Call's multi-cloud, SaaS, and on-premises technology portfolio. This role establishes and operates a net-new FinOps function, partnering with infrastructure engineering, application development, finance, and procurement to drive cost visibility, forecasting accuracy, and cost accountability. Reports to the Vice President, Technology.
This is a hands-on management role with no direct reports. The incumbent personally operates cost management tooling (Vantage, Zylo), works directly in billing and usage data, and authors the analysis and executive reporting, while owning the FinOps operating model and the longer-term technology cost strategy. Additional headcount may be added as the function matures.
ESSENTIAL DUTIES & RESPONSIBILITIES: Cost Visibility, Allocation & Reporting:30%- Operates cloud cost management platform (Vantage) across AWS, Azure, GCP, and OCI, extending coverage to adjacent consumption-based platforms including data and AI services.
- Operates SaaS management platform (Zylo) across the enterprise SaaS portfolio, maintaining application inventory, license utilization, and renewal calendar visibility.
- Establishes and maintains the cost allocation taxonomy - tagging standards, cost center mapping, application and business unit hierarchies, and data classification dimensions defined with security partners - and drives remediation of unallocated spend.
- Builds and maintains cost dashboards, show back and chargeback reporting, and executive-level views for technology and finance leadership, directing platform vendors and professional services resources against a defined roadmap.
- Produces monthly and quarterly cost reporting for Technology leadership and finance partners.
Optimization & Commitment Strategy: 25%- Identifies, quantifies, and drives cost optimization across cloud workloads, the SaaS portfolio, and AI consumption - including rightsizing, storage tiering, idle and orphaned resource elimination, and license reclamation.
- Manages the commitment portfolio (reserved instances, savings plan, committed use discounts, enterprise discount programs) against defined coverage and utilization targets, and provides the run-rate modeling that underpins commitment and enterprise agreement sizing decisions.
- Partners with infrastructure engineering, application development, and architecture teams to convert recommendations into realized outcomes with named owners and tracked results.
- Manages billing accuracy across cloud and SaaS, including invoice validation, credit recovery, and reconciliation of commitments against contracted terms.
- Supports vendor renewal negotiations with cost benchmarking, usage analysis, and independent run-rate projections.
- Tracks and reports optimization outcomes against quarterly and annual targets, distinguishing realized savings from identified opportunities.
Forecasting & Finance Partnership: 25%- Builds and maintains technology cost forecasts across cloud, SaaS, AI and on premises spend, with documented methodology, variance tolerances, and a monthly re-forecast cadence.
- Partners with Finance on annual technology budget development and ongoing variance analysis and prepares technology leadership in advance of finance and executive reviews.
- Establishes intake-stage cost estimation for new projects and workloads, producing multi-year projections and production versus non-production cost profiles before provisioning.
- Attributes cost variances to applications, teams, and business drivers, and operates cost anomaly detection with defined triage and escalation paths.
- Supports business case development for technology investments, including total cost of ownership and scenario modeling.
FinOps Practice, Governance & Cost Strategy: 20%- Establishes the FinOps operating model, including allocation taxonomy, tagging standards, intake and approval processes for new consumption, governance forum, and monthly business review cadence.
- Develops the cost governance framework for AI and machine learning consumption, including usage attribution, unit economics, and guardrails for new initiatives.
- Develops FinOps capability across the technology organization through enablement, documentation, training, and partners with security, compliance, and procurement on spend governance.
- Contributes cost and consumption analysis to longer-range technology strategy, including multi-cloud posture, workload placement, and infrastructure portfolio decisions.
- Drives adoption of FinOps best practices, including the FinOps Foundation framework, and advances organizational FinOps maturity.
