Full Job Description
The Leidos Civil IT, Digital Modernization Group has an opening for an experienced Cloud Engineer on the Federal Trade Commission (FTC), Infrastructure Services Task Order 4 (TO4) contract. This role offers an exciting opportunity to work closely with a team of seasoned professionals and function as the primary Azure point of contact while contributing to cloud and on-prem infrastructure operations across Headquarters, Data Centers, and Regional Offices, ensuring high availability, security, and performance in a fast-paced, customer-focused environment. You will play a critical role in driving innovation, modernization, and operational excellence for FTC's Cloud initiatives.

Primary Responsibilities

As the FTC Cloud Engineer, you will be tasked with the administration, implementation, design, and securing of FTC's Azure environment. You will provide input on Azure design strategies in support of migration initiatives focusing on security and cost containment best practices. This role includes day-to-day, hands-on administration and working closely with the infrastructure team to deliver exceptional service.

Key responsibilities include:
  • Cloud Design: Provide Design, implementation, and securing hybrid connectivity across Azure and FTC on-premises networks, ensuring consistent identity and access management across environments.
  • Azure Administration and Engineering: Perform system administration tasks including patching, upgrades, configuration management, security, IdP management, and troubleshooting.
  • Azure Optimization: Provide expertise in Azure optimization and management, support other cloud technologies.
  • Continuous Improvement: Monitor network performance, identify areas for improvement, and implement enhancements to ensure optimal functionality and security.
  • Compliance and Documentation: Ensure compliance with federal standards (e.g., NIST, FISMA, FedRAMP) and maintain comprehensive documentation of network configurations and processes.


Specifically, in this role you will be responsible for Azure solution implementations, migrations, administration, troubleshooting, maintenance, security, and documentation.

Basic Qualifications
  • Bachelor's degree in a Computer related field and 8+ years of relevant experience OR Master's degree in a related field and at least 6 years of relevant experience. Additional years of experience may be accepted in lieu of a degree.
  • Ability to obtain Public Trust clearance.
  • Microsoft Certified Azure Administrator Associate certification (AZ-104).
  • Current DoD 8570/8140 baseline certification appropriate for Intermediate System Administrator roles (e.g., Security+, GSEC, SSCP, or equivalent),
  • Minimum of 6 years of experience in cloud operations, engineering, or related field.
  • Significant experience designing, operating and maintaining Microsoft Azure environments to include Zero Trust, hybrid cloud, and cross-domain architectures in mission environments.
  • Experience working with containerized environments (Docker, Kubernetes).
  • Experience with the configuration, deployment, and management of Microsoft Entra ID / Azure AD for centralized identity, single sign-on (SSO), and role-based access control (RBAC) across Azure tenants and subscriptions.
  • Strong problem-solving skills and ability to conduct root cause analysis.
  • Excellent written and verbal communication skills. This includes drafting SOPs and technical documentation as well as communication with senior program and customer leadership.
  • Must be able to present designs, plans, courses of action, and analyses of alternatives to technical leadership personnel and boards for approvals.
  • Extensive experience with Visio or other networking diagram tools and solid understanding of Networking principles.
  • Experience working with containerized environments (Docker, Kubernetes).
  • Strong problem-solving skills and ability to conduct root cause analysis.
  • Excellent written and verbal communication skills. This includes drafting SOPs and technical documentation as well as communication with senior program and customer leadership.
  • Must be able to present designs, plans, courses of action, and analyses of alternatives to technical leadership personnel and boards for approvals.
  • ServiceNow Experience


Clearance Requirements
  • Must be able to obtain and maintain a Public Trust security clearance.
  • United States Citizenship is required.


Preferred Qualifications
  • Microsoft Certified Azure Solutions Architect Expert certification (AZ-305).
  • Ability to script in one more of the following computer languages Python, Bash, Visual Basic or PowerShell.
  • Experience with Azure Monitor and cost optimization strategies.
  • Strong understanding of federated identity, modern authentication protocols (SAML, OIDC, OAuth 2.0), and cross-cloud authentication mechanisms.
  • Experience and ability to immediately contribute to Automation Tasks and Infrastructure-as-Code tools and templates.
  • Deep expertise in Microsoft Azure architecture, Microsoft Entra ID and on-prem interoperability.
  • Hands on experience with and knowledge of networking concepts (DNS, VPNs, load balancers, etc.) and cloud-based networking configurations.
  • Familiarity with orchestration tools like Ansible, Chef, or Puppet for configuration management and ability to implement Continuous Integration/Continuous Deployment (CI/CD) pipelines for cloud infrastructure provisioning and deployment automation.
  • Hands-on experience with Terraform, Bicep, Azure CLI, and CI/CD automation. Excellent written and verbal communication skills with the ability to brief technical concepts to leadership and stakeholders.
  • Excellent troubleshooting skills with the ability to resolve complex technical issues in a timely manner.
  • Strong Windows and/or Unix experience.
  • Familiarity with federal compliance (NIST, FISMA, FedRAMP) and CIS 4.0 controls.
  • ITIL certification and ServiceNow experience.
  • Demonstrated experience with the integration of federated identity solutions with AWS Identity Center, Entra, or on-premises Active Directory.
  • Develop and enforce Azure governance frameworks, including Azure Policy, Management Groups, and Blueprints, ensuring alignment with DoD Zero Trust and least-privilege principles.

Pay Range $107,900.00 - $195,050.00
