The PositionBargaining Unit: Local 512 - Clerical Supervisory UnitThere is an excellent employment opportunity at the Contra Costa Health Plan in Martinez for a Clerical Supervisor. The Clerical Supervisor will report to the Utilization Management Department Manager and provide direct supervision to the Health Plan Authorization Representatives (HPARs) and clerical support staff. This position is responsible for overseeing a broad range of complex and highly responsible administrative and clerical functions while ensuring the efficient and effective operation of the unit.
The selected candidate will be responsible for planning, organizing, coordinating, and supervising the work of HPARs and clerical staff. The position requires the ability to communicate effectively with employees, leadership, external partners, and the public while fostering a collaborative and productive work environment.
The Clerical Supervisor will develop and update office procedures and workflows to support operational efficiency and compliance. Key responsibilities include motivating, developing, and directing staff and monitoring worker performance.
The successful candidate must be able to interpret and carry out oral and written instructions, perform complex administrative and clerical assignments, and maintain accurate records, reports, and files. Strong project management skills are essential, including the ability to plan, coordinate, implement, and successfully execute departmental initiatives.
Additionally, the position requires excellent analytical and problem-solving abilities, including conducting research and investigations, performing root cause analyses, identifying process improvement opportunities, and developing effective, sustainable solutions. Additional responsibilities include developing and maintaining reports related to retrospective audits, prospective reviews, productivity metrics, and other operational performance indicators.

Minimum Qualifications Experience: Four (4) years of full-time or its equivalent clerical experience, one (1) year of which must have involved supervisory responsibility. One (1) year of experience at the Clerk-Senior or Lead Specialist levels or comparable level in Contra Costa government employment may be substituted for the required supervisory experience.
Other Requirements: Appointments to certain designated positions may require that a portion of the requisite work experience be in a specialized area.

- Online Supervisory Skills Test: Candidates who pass the clerical skills test will be emailed a link to take an online multiple-choice test. Candidates will be evaluated on necessary knowledge and skills that may include but are not limited to managing performance, leadership, handling & resolving conflict, establishing credibility, adaptability, reading comprehension, and decision making. (Weighted 55%)
