Responsibilities

Noblis is seeking an experienced Mission Capabilities team lead. This individual will serve as the lead and administrator for a key IC mission component directorate and lead multi-location contractor teams and serving as the primary interface with Sponsor program authorities on technical and project issues.

Responsibilities include but are not limited to:

  • Act as the lead, manager, and administrator for a key IC mission component team effort, directing team efforts across multiple locations
  • Serve as the primary interface and point of contact with Sponsor program authorities and representatives on technical and project issues
  • Regularly brief leadership on program status and milestones
  • Oversee contractor personnel and project operations by developing procedures; planning and directing execution of contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative support efforts
  • Monitor and report progress on all program activities
  • Maintain a thorough understanding of the Sponsor's mission and remain apprised of requirements and programmatic changes to ensure effective support
  • Track, manage, and control costs (including labor hours for level of effort work) to ensure effective contract performance and minimize cost overruns
  • Translate mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes related to counterintelligence and security missions
  • Develop decision-quality materials including strategic papers, options analyses, and executive briefings
  • Drive executive action tracking across the portfolio
  • Oversee portfolio/program performance, resource planning, and acquisition/procurement strategy


Required Qualifications

  • Active Top Secret/SCI clearance with Polygraph.
  • US Citizenship is required.
  • Bachelor's degree in computer science, data analytics, software engineering, or related technical field with 8 years of experience OR Master's Degree in computer science, data analytics, software engineering, or related technical field with 6 years of experience OR Associate's degree with 12 years of experience OR High-School/High School equivalency diploma with 14 years of experience.
  • One (1) or more years leading a team or managing staff.
  • Minimum of four (4) years of hands-on experience project managing enterprise IT O&M support and system enhancement projects
  • Demonstrated experience developing decision-quality materials (strategic papers, options analyses, executive briefings) and driving executive action tracking
  • Experience overseeing or guiding portfolio/program performance, resource planning, and acquisition/procurement strategy (including vendor management and enterprise licensing concepts)

Desired Qualifications

  • Experience translating mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes as it relates to counterintelligence and security missions
  • Familiarity with intelligence community operation and mission areas
  • Prior experience managing geographically dispersed contractor teams in a classified environment

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Posted Salary Range

USD $132,900.00 - USD $207,750.00 /Yr.
