Job Summary:The
Owner's Representative - Civil Inspector is responsible for monitoring and inspecting civil construction activities on utility-scale wind energy projects to ensure compliance with project specifications, engineering drawings, environmental requirements, and applicable standards.
The inspector represents the Owner in the field and verifies that civil work associated with
site preparation, access roads, crane paths, turbine foundations, underground utilities, drainage systems, and substation civil works is constructed according to approved plans and quality requirements.
This role requires daily presence on-site to observe contractor work, document progress, identify deficiencies, and ensure construction meets project quality, safety, and environmental standards.
Key ResponsibilitiesCivil Construction Inspection- Inspect civil construction activities related to wind farm development, including:
- Site clearing and grubbing
- Earthwork and grading
- Access roads and crane paths
- Turbine foundation excavation and backfill
- Rebar placement and concrete placement
- Underground electrical trenching
- Drainage systems and culverts
- Substation civil works
- Verify that construction work complies with:
- Approved Issued for Construction (IFC) drawings
- Project specifications
- Geotechnical recommendations
- Applicable civil engineering standards.
Quality Assurance / Quality Control- Monitor contractor quality control processes.
- Inspect and verify:
- Soil compaction and density testing
- Aggregate and road base placement
- Foundation excavation depth and dimensions
- Reinforcing steel installation
- Anchor bolt placement
- Concrete placement, finishing, and curing
- Witness testing such as:
- Compaction tests
- Concrete slump tests
- Concrete cylinder sampling
- Material verification
Construction Monitoring- Monitor contractor and subcontractor activities to ensure compliance with project requirements.
- Track daily progress of civil construction activities.
- Identify non-conforming work and notify project management.
- Assist in resolving field issues with contractors and engineers.
Documentation & Reporting- Prepare daily inspection reports documenting:
- Work performed
- Site conditions
- Inspection results
- Photos of construction progress
- Maintain records of inspections, tests, and deficiencies.
- Track and document punch list items and corrective actions.
Coordination- Coordinate with:
- Owner's Project Manager
- Construction Manager
- EPC contractor
- Civil engineers
- Environmental inspectors
- Survey teams
- Participate in daily construction meetings and safety meetings.
Environmental & Safety Compliance- Monitor compliance with environmental permits and erosion control requirements.
- Verify proper installation and maintenance of:
- Stormwater pollution prevention plan (SWPPP) controls
- Silt fencing
- Erosion and sediment control measures
- Support project safety policies and report hazards or unsafe conditions.
Required Qualifications- 5-10+ years of civil construction inspection experience.
- Experience with utility-scale wind or renewable energy projects preferred.
- Strong experience with:
- Earthwork and grading
- Road construction
- Concrete foundations
- Underground utility installation
- Ability to read and interpret:
- Civil construction drawings
- Grading plans
- Foundation drawings
- Survey data.
Preferred Qualifications- Experience as an Owner's Representative or Third-Party Inspector on renewable energy projects.
- Experience with wind turbine foundation construction.
- OSHA 10 or OSHA 30 certification.
- Knowledge of SWPPP and environmental compliance requirements.
Skills- Strong construction observation and documentation skills
- Detail-oriented with strong quality focus
- Effective communication and contractor coordination
- Ability to identify construction deficiencies and recommend corrective actions
- Proficient in Microsoft Office and construction reporting systems.
Physical Requirements- Ability to work full-time on active construction sites.
- Ability to walk long distances across wind farm sites.
- Ability to work outdoors in varying weather conditions.
- Ability to walk, stand, and traverse uneven terrain.
Successful candidate may be located locally or may work on a 6-7 week rotation schedule
