You will serve as a Chief, Office of Military Workforce Management and be responsible for managing, leading, and supervising staff directly and through subordinate supervisors. You will be responsible for managing, planning, developing, initiating, and assessing critical administrative, program and management analysis operations that enable the Deputy Commandant for Personnel to provide a military workforce to meet the needs for current and long-term Coast Guard missions.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Directing all aspects of military workforce supply, demand, structural modeling, and resource allocation.
- Leading and performing complex analyses of military workforce supply and demand, assessing current and future trends, operational processes, and performance measures to identify critical shortfalls or excesses and recommend an optimal workforce mix.
- Reviewing and providing authoritative assessments on workforce and resource proposals-including personnel allowance amendments, reorganizations, and the reprogramming of all military billets-to determine their impact on future workforce structure and mission readiness.
- Representing the Coast Guard in professional forums to explain workforce issues and exchange technical information, staying abreast of other services' practices to ensure the Coast Guard remains an employer of choice.
- Developing, evaluating, and implementing innovative workforce programs, policies, and organizational concepts to create a fully integrated military workforce aligned with Coast Guard doctrine, policy, and available resources.

Conditions of Employment - Schedule Policy/Career positionsAs a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. You will obtain competitive status after two years of service in this position [if applicable]. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. The DHS Office of General Counsel will enforce prohibitions on prohibited personnel practices and not the Office of Special Counsel.
QualificationsTo qualify at the GS-15 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Influencing/Negotiating - Demonstrated experience persuading others to accept recommendations, cooperate, or change their behavior; works with others towards agreement; negotiates to find mutually acceptable solutions.
- Conflict Resolution - Demonstrated experience handling push-back with tact and diplomacy when communicating unfavorable resource decisions or structural reductions.
- Military Structure - Experience with military workforce structure requirements and command organization.
- Military Incentive Authorities and Utilization - Experience in evaluating and developing workforce incentives to attract, retain, and develop, military members.
