Full Job Description
The DC Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of 78 District agencies. OCP is powered by a diverse team of innovative professionals committed to helping our client agencies reach their goals and accomplish their missions. In addition to contracting and procurement services, OCP's Surplus Property Division collects, manages, and reuses District- owned and federal surplus property.

Office of Contracting and Procurement (OCP) is seeking a senior level Chief Information Officer (CIO), to provide agency level technical direction and technical management of the assigned agency and the District of Columbia information technology (IT) assets and infrastructure support systems. This position exercises broad authority to manage, determine and implement the agency's IT and management improvement program goals and objectives, including managing and maintaining all operational aspects of the District of Columbia's e-procurement technology platform. The incumbent shall be directly responsible for the day-to-day operations and decision-making required to manage IT program activities. The Director of OCP shall be consulted on the decision-making process and can make the final decision regarding any policy, budget decision, or other IT program activities. Recommendations for new projects and alterations of objectives are usually evaluated only for such consideration as availability of funds and other resources, and to discuss broad program goals and priorities. The incumbent regularly engages with the Office of the Chief Technology Officer (OCTO) to ensure agency coordination and compliance with all OCTO policies, guidelines, and procedures for the proper use and management of IT equipment and tools for the District government and to ensure compliance with all District IT standards

The Chief Information Officer will report directly to the CPO. The Incumbent plans, designs, develops, coordinates, and directs the oversight of all IT functions for OCP in order to collaborate with management regarding technical systems (such as servers, desktops, laptops, tablets), financial management of the IT budget, data and performance management, and daily management of the agency's IT help desk and vendor management call center.

Oversees OCP IT program management activities to deliver project planning-related studies, project artifacts, and project deliverables; Guides agency in evaluating, recommending, and implementing information technology management plans and systems for use by the agency; maintains, identifies, and resolve/mitigate project issues and risk in order to monitor and control project budgets and coordinate external project reviews.

Develops an overall Master Project Plan at a high level that encompasses all major activities for system development and other projects assigned; facilitates meetings to gather all project requirements, tasks, activities, and milestones; works with appropriate OCP managers to assist in defining specific functional requirements and defining associated project tasks. Develops program plans, work breakdown structures, detailed schedules, and resource requirements. Integrates multiple schedules, identifies project dependencies, and critical paths to ensure the completion of major activities for OCP systems and infrastructure.

Qualifications and Education
Completion of all mandatory training prescribed by the head of the agency.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Accordingly, applicants must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position is designated as an emergency position. As an Emergency Employee, and when directed to do so, you are required to either report to work, stay at work or telework during a declared emergency or during a period of non-emergency when your duties have been deemed critical to District government operations. As an Emergency Employee, you are required to adhere to the Emergency Employee policies set forth in Chapter 12, sections 1271 and 1274 of the District Personnel Manual. An Emergency employee may be required to perform other duties outside of his or her official position description during a period of a declared emergency (such as manual labor, shelter services, etc.)

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
