Overview

The SPA Contracts and Procurement organization strategically supports the operating Divisions to assist in company growth and reduce contractual risk. The ideal candidate will have experience managing the entire contract life cycle as a prime contractor, including the initial proposal phase, award, contract performance, and closeout for SPA.

Responsibilities

Responsibilities for this position include but are not limited to participation in the review and analysis of Requests for Proposal (RFPs) to identify and mitigate contract risks, prepare assumptions for inclusion into the proposal, review and prepare proposal documents for submission; monitor contracts; manage key negotiations; demonstrate ability to resolve multi-faceted and complex contractual/customer issues as they arise; assist and guide program teams with resolving performance issues; identify risks and propose mitigation strategies; ensure compliance with SPA policies; resolve issues affecting company compliance and ensure satisfaction of legal requirements and company and customer objectives; act as the primary point of contact between the company and the customer for all contractual matters on assigned contracts; organize and manage all necessary contractual records and documents in compliance with contract requirements, as well as company policies and procedures; review and negotiate Teaming Agreements, Nondisclosure Agreements, License Agreements and OCI Mitigation Plans; develop and maintain excellent internal and external customer relationships, serving as a trusted advisor while collaborating with other internal departments to provide best in class support to program teams.

 

Performs other duties as required.

Candidate must be self-motivated and able to work with limited supervision and mentor junior team members. The candidate must have excellent soft skills for interaction and the establishing of relationships with all levels and internal and external company areas, including Program Managers, customers, program teams, contracts, finance, security and project control. Prompt responsiveness to internal and customer requirements and deadlines is critical.

Qualifications

Required Qualifications:

  • Bachelor’s degree in Business or related field
  • 8 - 10 years of experience in contract administration, preferable within Intelligence Community. Strong background and understanding of contracts are required to support hands on proposal development and administration of contracts portfolio in private industry in a Non-SETA role, or six or more years of related work experience with MA/MS degree or higher (additional years of relevant experience may be substituted) in Business, Contract Administration or other field of study.
  • Knowledge of all contract types (e.g., Cost Plus, T&M, FFP, etc.)
  • Knowledge of applicable Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), International Traffic in Arms Regulations. (ITAR), and related federal and state legislation and regulations
  • Excellent written and oral communication skills
  • Strong interpersonal skills with measured and articulate communication skills; ability to build and maintain strong relationships with internal and external customers; and proven ability to foster communication and reconcile internal issues or differences.
  • Able to effectively manage time and collaborate across a diverse set of department priorities.
  • Recognized expert at developing briefs and reports for leadership team review.
  • Proficiency in MS Office software
  • Able to report to a designated work location, up to full-time, based upon the needs of the organization.

Desired Qualifications: 

  • Have a DoD security clearance up to the Top Secret level with SCI.

 

Many jobs at SPA require obtaining, holding, and maintaining eligibility for a designated clearance based on the company and/or client contract requirements. Should it be required, an individual must be able to obtain the appropriate clearance within a reasonable amount of time based on the needs of the client. In some cases, the individual may need the requisite clearance before being able to be actively employed.  Additionally, due to the protected nature of the work process and product at SPA, all positions require the execution of the SPA Non-Disclosure Agreement (NDA).  Some employees may be required to sign additional documents or complete other pre-employment or ongoing testing.

 

SPA employees typically work in a variety of office settings, some at an SPA office and some at designated client locations, where daily activities may include, but are not limited to, walking, standing, or sitting for extended periods, using computers and other technology, and being sequestered in SCIFs or other secured areas with limited access to outside resources or privacy.  When applicable, employees are required to comply with the terms and conditions of client contracts as specified by SPA in its sole discretion, including, but not limited to, hours, location, timing, and technology usage, that meet logistical and security work requirements.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $115,000.00/Yr. - USD $181,000.00/Yr.
