Job Description
The Chief Electrical Inspector provides leadership, technical oversight, and operational management for the City of Raleigh's electrical inspection program. This position is responsible for ensuring electrical construction within the City's jurisdiction is inspected for compliance with applicable North Carolina building codes, electrical codes, state laws, City ordinances, approved construction documents, and adopted policies and procedures.

The Chief Electrical Inspector serves as the City's senior technical resource for electrical code interpretation and inspection matters and provides leadership and guidance to electrical inspectors. The position promotes consistent code enforcement, high-quality customer service, efficient inspection delivery, employee development, and continuous improvement within the Building Safety Division.

Duties and Responsibilities

Leadership and Supervision

• Plans, organizes, directs, and evaluates the daily activities of the electrical inspection team
• Supervises electrical inspectors and provides technical guidance, coaching, training, and performance feedback

Electrical Code Administration

• Serves as the primary technical authority for electrical inspection and code compliance matters within the Building Safety Division

• Interprets and applies the North Carolina Electrical Code, applicable provisions of the North Carolina State Building Code, state statutes, administrative rules, and City requirements

Inspection Operations

• Oversees electrical inspections for residential, commercial, industrial, institutional, and other construction projects
• Conducts field inspections when necessary to address complex projects, complaints, disputes, or unusual conditions

Customer and Stakeholder Service

• Provides technical assistance to contractors, electricians, engineers, architects, property owners, developers, and other customers
• Responds to escalated customer concerns and assists in resolving electrical inspection and code-related disputes

Quality Assurance and Process Improvement

• Develops and implements procedures that promote consistent electrical inspections and code interpretations.
• Performs quality assurance reviews and field audits to identify opportunities for improved consistency and performance.

Training and Professional Development

• Develops and coordinates technical training for electrical inspection personnel.
• Ensures inspectors maintain required North Carolina certifications and continuing education requirements.

Typical Qualifications
Required Education and Experience
High School diploma or G.E.D. equivalency; 7 to 9 years' experience in residential/commercial electrical inspection or related work;

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Required Licenses and Certifications

• Level III NC Electrical Inspection Certificate
• Valid NC Class C Driver's License or the ability to obtain within 60 days of hire

Additional Information

Work Environment and Physical Effort:
Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:
Work is typically performed in an office or similar indoor environment, on a construction site, or in an outdoor environment. Employees may occasionally work in a street environment (near moving traffic), in vehicle or in a confined space (Defined as (A) Is large enough and so configured that an employee can bodily enter and perform assigned work; (B) Has limited or restricted means for entry or exit; and (C) Is not designed for continuous employee occupancy).
Work Exposures:
Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate, individuals with known violent backgrounds, extreme heat (above 100 degrees), fumes or airborne particles, toxic or caustic chemicals or substances, and loud noises (85+ decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, or construction).
