Job Duties

Virginia Energy is seeking a highly organized and strategic Chief Administrative Officer to provide leadership and oversight across administrative operations, financial management, procurement, grant administration, and executive support functions. This role ensures the agency operates efficiently, complies with state and federal requirements, and advances Virginia Energy's strategic priorities through strong coordination, communication, and process improvement.

Key Responsibilities:
Administrative & Staff Management
• Oversee daily administrative functions, including finance, procurement, facilities, and support services.
• Supervise staff and promote performance growth and professional development.
• Implement policies and procedures that improve organizational efficiency and service quality.
• Manage projects, expenditures, and budget plans to ensure fiscal responsibility and compliance.
• Identify operational risks and apply mitigation strategies.

Budget, Finance, Procurement & Grants
• Lead the development and execution of agency budgets, financial plans, procurement activities, and grant portfolios.
• Direct agencywide financial strategy and cross-divisional initiatives by leading strategic financial planning efforts, coordinating work across Finance Division units, and aligning financial priorities with agency goals and statewide transportation objectives.
• Ensure all financial and procurement operations meet state and federal requirements.
• Lead high-level financial review and quality assurance activities by overseeing complex financial reports, budgets, agreements, accounting transactions, and other financial deliverables to ensure accuracy, compliance, and completeness.
• Provide expert guidance on financial policies, standards, and practices by interpreting applicable laws, regulations, policies, and procedures and advising Finance Division staff and agency leadership.
• Oversee major financial projects by planning, coordinating, monitoring, and evaluating complex financial, grants, and procurement initiatives while collaborating with internal and external stakeholders.
• Assess financial risks and recommend improvements by evaluating internal controls, compliance risks, and operational practices, and developing strategies to strengthen financial governance and accountability.
• Improve financial processes, reporting, and systems for consistency and efficiency, promoting continuous improvement and modernization through strategic initiatives and enhanced business practices.
• Coordinate executive-level financial communications by preparing analyses, reports, presentations, and recommendations that support agencywide financial planning and policy decisions.
• Strengthen communication and collaboration between finance and program teams.

Executive Support
• Prepare accurate, timely correspondence, briefings, and responses on behalf of the Agency Director.
• Provide policy guidance and coordinate information requested by leadership.
• Serve as the agency's administrative officer in meetings, briefings, executive discussions, and interagency engagements by communicating Finance Division priorities, providing informed recommendations, and serving as the agency head's designee as assigned.
• Serve as liaison with Governor's Office, Office of the Secretary of Commerce and Trade, the General Assembly, and agency partners.
• Act on behalf of the Director as needed under the Continuity Plan.

Minimum Qualifications
• Comprehensive experience in management, public administration, finance, or business.
• Demonstrated ability to provide strategic direction, lead complex operational functions, and collaborate effectively with senior executives and stakeholders.
• Strong administrative and executive leadership experience within a complex organization.
• Comprehensive knowledge of executive management principles, business operations, and government administration practices.
• Proven ability to analyze and resolve complex administrative and operational issues, including evaluating major programs and services.
• Strong judgment and independent decision-making skills.
• Effective oral and written communication skills for interacting with government executives, elected officials, and the public.
• Experience developing and implementing strategic business solutions and fostering positive working relationships.
• Ability to motivate, influence, and build trust across diverse teams; requires high levels of diplomacy and interpersonal skill.
• Ability to obtain cooperation internally and externally while maintaining confidentiality of sensitive records.
• Ability to serve as a strategic partner, supporting organizational leadership initiatives and culture.
• Demonstrated ability to create a respectful, inclusive, and motivating work environment.
• Required travel between the Richmond, Charlottesville and Big Stone Gap office locations.

Additional Considerations

Background and/or training in public finance, government finance; executive level management experience in state government, including state financial management, grant management and state budgeting.
