Job Description

ECS is seeking a Change Management Specialist - Journeyman to support the Army National Guard's critical IT infrastructure and cybersecurity operations. The Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program delivers comprehensive enterprise IT infrastructure, WAN, cybersecurity, and associated services to the ARNG and its mission partners. The program supports more than 120,000 users and 141,000 endpoints across approximately 2,800 sites spanning 54 states and territories, enabling Title 10 and Title 32 missions, domestic emergency response operations, mobilization readiness, and classified SIPRNet operations.

Please Note: This position is contingent upon contract award.

Task 4 - Enterprise Operations Support - provides 24/7/365 network monitoring, control, and management from the RCC-ARNG Network Operations Center (NOC) over classified and unclassified networks, delivering DoDIN services including data, voice, and video across the ARNG's distributed enterprise infrastructure.

Responsibilities
  • Implement and oversee enterprise change management processes in line with configuration management and DoDIN standards.
  • Evaluate change requests, ensuring thorough risk and impact assessments are conducted.
  • Facilitate stakeholder approvals and coordinate scheduling of maintenance windows to reduce operational disruptions.
  • Maintain accurate documentation and traceability of changes to uphold system integrity and service availability.
  • Conduct post-implementation reviews to validate successful deployment and system stability.
  • Collaborate with engineering, operations, and cybersecurity teams to ensure compliance with governance processes and security requirements.
  • Support the alignment of changes with enterprise configuration management controls.


Required Qualifications
  • Clearance: Secret Eligible required
  • S. Citizenship required
  • DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 411-Technical Support Specialist at the Intermediate proficiency level
  • Certifications (one or more required): CND, GFACT, GSEC, Security+
  • Education: Bachelors in [Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering]
  • Minimum of 3-10 years of experience in enterprise IT service management and operational governance within DoD or Federal IT environments.
  • Proven experience in implementing change management processes aligned with configuration management policies.
  • Demonstrated ability to coordinate stakeholder approvals and schedule maintenance windows effectively.
  • Experience in maintaining change documentation accuracy and conducting post-implementation validations.
