Position OverviewOur client is seeking an experienced
Certified IT Project Manager to oversee technology projects supporting Maternal and Child Health applications. These applications support programs focused on improving the health, safety, and well-being of women, infants, children, adolescents, and families.
This position will provide overall project leadership for a technology team supporting multiple public-health applications and will work closely with business stakeholders, technical teams, leadership, vendors, and other project partners.
The ideal candidate will have
10+ years of experience managing large-scale Information Technology projects, an
active Project Management Professional (PMP) certification, and strong experience managing software development projects using Agile, Waterfall, or Hybrid methodologies.
Responsibilities- Lead and manage large-scale Information Technology projects supporting public-health and healthcare applications.
- Create, maintain, and execute detailed project work plans and revise them as project requirements, priorities, and timelines change.
- Identify required project resources and assign responsibilities across project teams.
- Apply established Software Development Life Cycle methodologies and enforce project standards.
- Coordinate project requirements reviews, quality assurance activities, and project governance processes.
- Manage project scope, schedules, budgets, risks, issues, dependencies, and change requests.
- Identify project risks and develop mitigation strategies.
- Ensure project documentation is complete, accurate, current, and properly maintained.
- Track project milestones, deliverables, risks, issues, and overall project status.
- Provide regular project status updates and reports to leadership.
- Lead project team meetings, stakeholder meetings, status meetings, and working sessions.
- Communicate regularly with business stakeholders regarding project progress, risks, issues, priorities, and upcoming activities.
- Manage stakeholder expectations and maintain effective communication between business and technical teams.
- Keep project teams informed of changes affecting project scope, schedules, priorities, and deliverables.
- Develop and deliver clear, organized, and informative project presentations.
- Identify, resolve, or appropriately escalate project issues in a timely manner.
- Coordinate User Acceptance Testing activities with business and technical teams.
- Manage software vendors, external partners, contractual commitments, and project deliverables.
- Review technical, functional, business, and project documentation for completeness and accuracy.
- Coordinate with application development teams, database teams, infrastructure teams, business stakeholders, and leadership.
- Manage multiple projects and priorities simultaneously while maintaining project quality and deadlines.
- Provide leadership, coaching, and guidance to project team members.
Team Leadership- Recognize and effectively utilize the strengths and contributions of individual team members.
- Motivate project teams to work collaboratively and efficiently.
- Promote clear communication and effective teamwork across technical and business groups.
- Identify, document, and share lessons learned from project activities.

Required Qualifications- Active Project Management Professional (PMP) certification is required. Candidates without a current PMP certification will not be considered.
- Minimum of 10 years of experience managing large-scale Information Technology projects.
- Bachelor's degree or an equivalent combination of education and relevant professional experience.
- Experience managing software development projects using Agile, Waterfall, and/or Hybrid methodologies.
- Demonstrated experience managing project scope, schedules, budgets, risks, issues, dependencies, and change management.
- Experience coordinating User Acceptance Testing (UAT) activities.
- Experience managing software vendors and contractual deliverables.
- Experience reviewing technical and functional documentation.
- Strong analytical, organizational, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Strong meeting facilitation and presentation skills.
- Ability to communicate complex technical concepts to both technical and non-technical stakeholders.
- Experience using Microsoft Project, Visio, Word, Excel, PowerPoint, and SharePoint.
- Experience with Azure DevOps, Jira, ServiceNow, or similar project and work management tools.
- Ability to manage multiple priorities in a complex Information Technology environment.
- Demonstrated ability to work effectively with business stakeholders, developers, technical teams, vendors, and leadership.
- General understanding of application development, programming, database technologies, and system design.
- Strong leadership and team-management skills.
- Self-motivated with the ability to independently manage responsibilities and drive projects toward successful completion.
Preferred Qualifications- Bachelor's degree or advanced degree in Information Technology, Computer Science, Information Systems, Business, or a related field.
- Experience managing healthcare, public-health, or human-services technology projects.
- Experience working with enterprise application-development teams.
- Strong understanding of formal Project Management processes, strategies, methodologies, and best practices.
- Experience mentoring, coaching, and developing project or technology professionals.
- Experience establishing project-management standards, processes, and guidelines for other team members.
- Strong time-management and organizational skills.
- Experience working in highly collaborative environments involving multiple technical and business teams.
- Demonstrated ability to promote teamwork and accountability across project teams.
- Management experience requiring analytical thinking and complex problem-solving.
- Ability to anticipate project challenges and proactively address potential obstacles before they affect project delivery.
Project EnvironmentThis position will oversee technology initiatives supporting applications within the Maternal and Child Health program area.
The Project Manager will work closely with public-health stakeholders, application-development teams, technical leadership, vendors, and other business and technology partners. The role requires someone who can independently manage complex Information Technology projects while maintaining strong communication and coordination across multiple teams and stakeholder groups.
