Capture Manager

This is a remote position.

Primary Responsibilities
The Capture Manager serves as an experienced individual contributor supporting Ad Hoc's growth efforts across federal government opportunities. In this role, you will manage capture activities for assigned opportunities, coordinate cross-functional pursuit teams, and help develop strategies that position Ad Hoc to compete and win.

You will work closely with Growth, Business Unit leadership, solution architects, delivery teams, pricing, contracts, recruiting, and other internal partners throughout the capture lifecycle. You will independently manage capture activities for opportunities within your scope while receiving guidance from senior Growth leadership on larger, more strategic, or complex pursuits.

Primary expectations of a Capture Manager include:
  • Manages capture activities for assigned federal opportunities from qualification through transition to proposal
  • Develops and maintains capture plans using established capture processes and Shipley Capture Management best practices
  • Coordinates cross-functional pursuit teams and ensures capture activities, assignments, milestones, and deliverables remain on track
  • Provides regular updates to Growth and Business Unit leadership regarding capture progress, risks, blockers, competitive positioning, and support needed
  • Works with account and Growth teams to understand customer missions, priorities, acquisition strategies, and procurement timelines
  • Supports customer and industry engagement planning, including development of call plans and collection of customer intelligence
  • Conducts competitive research and supports the development of competitive assessments, win themes, differentiators, and overall positioning
  • Collaborates with subject matter experts, solution architects, delivery leaders, and other stakeholders to develop solutions that address customer needs
  • Supports the identification and evaluation of potential teaming partners and coordinates teaming activities with Growth, Business Unit leadership, and Contracts
  • Supports development and response activities for Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other federal procurement activities
  • Participates in gate reviews and contributes to technical, management, staffing, pricing, and overall pursuit strategy
  • Coordinates capture activities with proposal management to support a smooth transition from capture into proposal development
  • Partners with Pricing, Contracts, Recruiting, People Operations, Delivery, and other internal teams to gather information and resources needed for assigned pursuits
  • Identifies capture risks and works with leadership and pursuit teams to develop mitigation strategies
  • Maintains accurate capture documentation, opportunity information, action items, and pursuit status throughout the capture lifecycle
  • Contributes to lessons learned and continuous improvement of Ad Hoc's capture processes and practices


Basic Qualifications
  • Bachelor's degree and 4+ years of relevant professional experience
    • Relevant years of experience may be substituted for education
  • Experience supporting or managing capture activities within the federal government contracting environment
  • Experience working with cross-functional teams throughout the business development, capture, or proposal lifecycle
  • Experience supporting federal RFIs, RFPs, RFQs, or similar procurement activities
  • Working knowledge of federal acquisition processes and government contracting
  • Understanding of common federal contract types, including Firm-Fixed-Price (FFP), Time and Materials (T&M), and Cost-Plus contracts
  • Familiarity with GWACs, IDIQs, BPAs, and other federal contract vehicles
  • Experience conducting customer, market, and competitive research in support of federal opportunities
  • Ability to manage multiple priorities, deadlines, and stakeholders in a dynamic remote environment
  • Strong written and verbal communication, organization, and collaboration skills


Preferred Qualifications
  • Experience supporting technology, digital services, IT modernization, cloud, data, cybersecurity, or software development opportunities within the federal government
  • Experience with Shipley or similar capture and proposal management methodologies
  • Experience supporting competitive assessments, win themes, solution development, teaming strategies, or price-to-win activities
  • Experience working with federal civilian or health agencies
  • Familiarity with federal procurement systems, opportunity research tools, and capture management platforms

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $118,000 - $174,000.
