Full Job Description
Lockheed Martin Missiles and Fire Control (LMMFC) Advanced Programs (AP) is seeking a Capture Manager for Embedded Product Cyber Security R&D responsible for developing new business and capturing cyber security and hardware assurance Research and Development (R&D) programs. The ideal candidate is an established U.S. Government Contract Research & Development (CRAD) capture manager with an entrepreneurial streak who is capable of engaging existing and new Lockheed Martin customers. Candidates should be experienced in capturing and managing of advanced technology development programs within the Department of Defense (DoD) for cyber (i.e. securing systems/software), microelectronics (i.e. trust/assured hardware), and product security (i.e. red teaming, penetration testing, and program assessments of weapon system).Your work supports our customers by protecting platform/weapon systems from increasingly sophisticated threats through the research, development, and delivery of advanced security solutions. Roles and responsibilities include presentations to senior leaders (strategy, business, and technical) performing on advanced R&D programs, leading technology teams to develop security solutions/technologies, writing proposals, developing new business, and supporting customer needs (meetings, calls, emails, demonstrations, etc.). You will demonstrate a strong ability to work across organizational boundaries and jurisdictions and lead cross-discipline teams in the development of advanced security solutions. Basic Qualifications • Portfolio/Program Manager experience in leading fast-paced, complex research or development projects, with a track record of successful identification and implementation of technologies in Government Contract Research and Development (CRAD) programs. • Demonstrated research engineering, capture, and/or program management on CRAD programs such as cyber resilient systems, embedded cyber security, cyber vulnerability discovery, risk mitigation, software assurance, physical assurance, trusted microelectronics, supply chain provenance, and other technologies that improve Government security, performance, and reduce system size, weight, power, or cost. • Current knowledge of DoD S&T (Science & Technologies) environment and acquisition process. Demonstrated ability to understand and match strategic DoD needs with novel, highly-tech, and emerging technologies. Capable to see, understand, and influence emerging cyber security and trusted assured microelectronics markets and technology trends. • R&D experience. An expert who is experienced in security technology development and implementation on Government programs such as DoW sensors, weapons, and platforms. Applicant's research resulted in awarded contracts by Government security customers and is a recognized expert. Experienced in technology development in DoD lifecycles; ideally from early concept identification, thru development/prototyping, and then the integration into customer product lines and core businesses. • Degree in engineering discipline. A subject matter expert having demonstrated skillsets on Government programs to engineer systems, software, and security platforms. • Strategic thinking - Understands "big picture" analysis both from the cyber technological and business case perspectives. • Excellent verbal and written skills necessary to clearly articulate technology development and strategies to both internal and external organizations. Strong presentation skills and a proven ability to communicate effectively with internal and external audiences. • Team player - Effective at organizing and motivating a diverse set of individuals to act as "one" in the pursuit of common objectives. Builds effective customer, team, and partner relationships. • An active Secret security clearance. Desired Skills • Strong customer and partner relationships across government, industry, and academic institutions. Demonstrated building relationships and a working network of partners and stakeholders within cyber security, microelectronics, and Government S&T. Demonstrated ability to engage senior DoD/Intelligence S&T leadership. • Demonstrated skills in identifying customer requirements, working with customers and partners to start new programs, developing new business strategies & execution plans, and a proven record or winning new business and then managing the newly captured R&D programs. • Experience with Lockheed Martin, aerospace, and defense products and services such as sensors, platforms, computing solutions and combat, missile, rocket, manned and unmanned systems. • Experience in developing business cases, business plans, and requisite skills of sizing campaign resources and schedules. Experienced in New Business Acquisition Expenditure (NBAE), Internal Research and Development (IRAD), Bid & Proposal (B&P), and Overhead planning. • Experienced with U.S. Government budget and acquisition process. Demonstrated ability to identify USG needs, S&T priorities, and strategic roadmaps as well as the key stakeholders involved. Builds strong relationships with Government program managers, support contractors, technical experts, and Government affairs. • Experienced in leading teams and developing opportunities from early concept/trend identification through qualification, deciding to bid, through proposal development and submittal, and management of early phases of new start programs. Experienced in IRAD, CRAD, and the technology transition required to successfully integrate high-technology solutions into Lockheed Martin Line of Business (LOB) programs of record. • Successfully worked across organizations to effectively solve national security issues to include emerging cyber and microelectronics market and technology trends. • An active Top Secret / Special Compartmented Information (TS/SCI) security clearance. Pay Information GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role. • Full-time salary range (GEOZONE 1): $161300.00 - $299500.00 • Includes metropolitan areas such as Sunnyvale CA; Pal Alto, CA; New York City metropolitan area; Newark, New Jersey; etc. • Full-time salary range (GEOZONE 2): $145100.00 - $269500.00 • Includes metropolitan areas such as Denver, CO; King of Prussia, PA; Stratford, CT; Moorestown, NJ; etc. • Full-time salary range (GEOZONE 3): $129000.00 - $239600.00 • Includes metropolitan areas such as Dallas-Fort Worth, TX; Orlando, FL; Grand Prairie, TX; Marietta, GA; etc. • Full-time salary range (GEOZONE 4): $116100.00 - $215700.00 • Includes metropolitan areas such as Camden, AR; Lexington, KY; Lufkin, TX; etc. The salary range for this position is as listed on the requisition.
