Overview

GovCIO is seeking an experienced Program Manager to lead the strategy, execution, and ongoing advancement of Zero Trust initiatives across the intelligence enterprise in support of Headquarters Air Force A2.  This role is responsible for driving cross-functional alignment, ensuring consistent security outcomes, and delivering a scalable Zero Trust framework that protects DOW’s data, assets, and operations.

 

 This position will be located at Langley AFB in Hampton, VA and will be an onsite position.

 

Responsibilities
  • Develop, implement, and maintain DOW’s Zero Trust program roadmap, including identity, device, network, application, and data pillars.
  • Coordinate with cybersecurity, IT, engineering and business teams to ensure alignment and adoption of Zero Trust principles.
  • Lead program governance, tracking milestones, risks, dependencies, and budget considerations.
  • Work closely with technical leads to translate strategic Zero Trust goals into actionable projects and measurable results.
  • Establish metrics and reporting mechanisms to track maturity, effectiveness, and compliance across Zero Trust domains.
  • Partner with vendors, internal stakeholders, and executives to evaluate technologies, improve controls, and ensure successful program execution.
  • Drive change management initiatives such as training, communication, stakeholder engagement, and process updates.
  • Maintain awareness of emerging threats, compliance requirements, and Zero Trust best practices, integrating them into the Intelligence Community’s security strategy.
Qualifications

High School with 8 - 12 years (or commensurate experience)

Clearance Required: TS/SCI

 

Required Skills and Experience

  • Military or government experience in operations and intelligence
  • Familiarity with DoD, Intelligence Community, and interagency structures and policies
  • Strong problem-solving, data analysis, and critical thinking abilities
  • Knowledge of standard intelligence analysis tools and procedures
  • Excellent communication (written and verbal), collaboration, and stakeholder management skills

Preferred Skills and Experience

  • Experience and knowledge with a Zero-Trust Architecture in a DoD or Intelligence Community environment
  • Familiarity with NIST SP 800-207, CISA Zero Trust Maturity Model, or similar frameworks
  • Project Management certification (PMP, PgMP, Agile, etc.).
