Job Description

Support and implement enterprise capability management programs that align workforce capabilities with business priorities and future organizational needs. This role drives the development, governance, and application of competency frameworks, job architecture, capability assessments, and workforce capability analytics to support organizational effectiveness and employee development.

Serve as a key member of the global People & Culture team, supporting the design and deployment of capability management strategies that enable digital transformation, AI adoption, and long-term workforce readiness.

Support and/or lead initiatives including:
  • Competency framework design, governance, assessment, and analytics
  • Job description and competency management
  • Capability and career architecture initiatives
  • Strategic Workforce Planning (SWP)
  • Enterprise capability development initiatives supporting future-critical skills and organizational capabilities


Job Duties

Capability/Competency management:
  • Support competency framework establishment to build and maintain competency library for enterprise and functions with SMEs in functions.
  • Support relevant HR teams (e.g. L&D) to implement the organization's formal development frameworks as competency SME.
  • Design and implement competency assessment frameworks to evaluate workforce capabilities, identify skill gaps, and support data-driven workforce decisions.
  • Analyze capability assessment data and provide actionable insights to support workforce development priorities and organizational capability needs.
  • Create SOPs and/or any required materials for sustainable process governance.
  • Apply competency framework methodology (structure, application, and governance) in a fit-for-purpose way that avoids unnecessary complexity.

JD and Competency management:
  • Implement globally standardized JDs into functions as competency SMEs and knowledge of job architecture.
  • Support JDMS project and co-lead for competency related module implementation with region alignment.

Strategic Workforce Planning project:
  • Assess workforce capability data to identify skill gaps, critical capability risks, and development priorities across functions.
  • Connect and communicate with relevant HR teams to introduce SWP related competency management into functions.
  • Contribute to create SWP framework in scope of People & Culture.
  • Support the integration of AI-enabled workforce planning and capability analytics to improve decision-making and organizational readiness, starting with the integration of AI-driven approach into SWP.


Job Qualifications

Required:
  • Minimum of 5 years of experience in competency management, learning & development, or related HR roles, including at least 2 years directly managing competency frameworks or programs.
  • Experience in working with global team or under diverse working environment.
  • Strong knowledge of capability management, competency frameworks, workforce skills development, career architecture, and workforce planning methodologies.
  • Experience building and governing competency or skills frameworks.
  • Ability to translate workforce data into practical business recommendations.
  • Strong analytical skills with experience using workforce, capability, or HR data.
  • Experience working with job architecture, skills taxonomy, or workforce planning initiatives.
  • Advanced proficiency with HR technology platforms including Workday, SuccessFactors, or similar systems.
  • Global working hours Tuesday, Wednesday and Thursday / JST 8-10 pm except no global meeting week.
  • Japan/EMEA team working hours Starting from 7am CET on some days is required.


Preferred:
  • Bachelor's degree in Human Resources, Business Administration, Psychology, or related field (preferred).
  • Experience working in a regulated industry (e.g., medical device, pharmaceutical, or other FDA/ISO-regulated environment) preferred.
  • Experience in HRIS system module administration/design/implementation is a plus. (e.g., centralized employee data, performance management, CDP, or LMS).
  • Experience in project management lead (preferred).
  • Experience with performance management, organizational effectiveness, learning strategy, or succession planning is preferred.
