Blue Sky Innovative Solutions LLC is seeking experienced Business Process Reengineering Specialists to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). In this role, you will help CISA assess how mission work is performed today, identify organizational and operational gaps, and develop practical recommendations for an improved future-state operating model. You will work with senior leaders, subject-matter experts, and stakeholders across organizational boundaries to understand complex operations, analyze processes and organizational dynamics, and translate findings into clear, actionable recommendations.
This position is ideal for an experienced management consultant, business process reengineering professional, or organizational transformation practitioner who is comfortable working through complex and sometimes ambiguous problems and can move effectively from discovery and analysis through recommendations and future-state design.
Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred

WHAT YOU'LL DO - Conduct current-state organizational and operational assessments to understand how mission-critical work is performed across organizational boundaries.
- nalyze business and mission processes, organizational roles and interfaces, workflows and information flows, decision rights, governance, performance drivers, culture, authorities, and dependencies.
- Conduct and support structured interviews, workshops, focus groups, and working sessions with senior leaders, subject-matter experts, and other stakeholders.
- Develop interview questions and other structured methods for gathering information about operational challenges, root causes, organizational barriers, and opportunities for improvement.
- nalyze information from interviews, documents, operational data, policies, authorities, recent events, and existing processes to identify patterns and develop evidence-based findings.
- Map and assess cross-functional processes and identify gaps, duplication, unclear ownership, ineffective handoffs, decision bottlenecks, and opportunities for improved coordination.
- nalyze critical cross-organizational processes such as incident reporting, operational coordination, and stakeholder or sector engagement.
- ssess current and emerging authorities and help translate them into implications for organizational responsibilities, interfaces, governance, processes, and measures.
- Develop recommendations for future-state operating models, including roles and responsibilities, organizational interfaces, workflows, governance, decision rights, information exchanges, and performance measures.
- Support organizational health and culture assessments and translate findings into practical business reengineering and organizational transformation recommendations.
- Benchmark organizational practices and culture against relevant public- and private-sector organizations.
- Develop clear, concise, executive-ready analyses, recommendations, presentations, and other decision-support materials.
- Collaborate with other analysts and implementation personnel to integrate findings across workstreams and ensure recommendations account for cross-organizational dependencies.
- Review analytical products for accuracy, consistency, evidentiary support, and clarity.
WHAT YOU BRING Required - 5+ years of progressively responsible experience in business process reengineering, organizational transformation, operating-model design, organizational design, management consulting, process improvement, or a closely related field.
- Demonstrated experience conducting current-state assessments and developing actionable future-state recommendations.
- Experience analyzing complex processes or organizational issues that span multiple functions, teams, or organizational boundaries.
- Experience interviewing stakeholders and facilitating workshops, working sessions, or other structured stakeholder engagements.

- Experience assessing organizational culture, organizational health, workforce behaviors, or change readiness.
- Experience developing governance models, decision rights, RACI/RASCI structures, operating models, or cross-functional process designs.
- Experience translating statutory authorities, policy, strategy, or mission requirements into organizational responsibilities and operating practices.
- Familiarity with process mapping, business process modeling, root-cause analysis, or comparable analytical methods.
- Relevant Lean Six Sigma, Prosci, organizational development, change management, business analysis, or similar professional credentials.
