Duties Description The Business Officer (BO) 1 will review complex purchase requisitions for compliance with appropriate rules, regulations and agency policies and appropriateness within the agency's budget plan. They will determine the types of commodities and services available in the marketplace and prepare detailed specifications and complex bid proposals used in soliciting bids. The incumbent will schedule bid openings, receive and evaluate bids, and make recommendations of award. They will liaison with vendors and administrators to describe the commodities and services required and advise in the development and revision of specifications. The BO 1 will review procurement records and related documents to ensure accuracy, completeness, and mandatory requirements have been met. They will prioritize and assign purchase requests to subordinate staff and review the work to ensure compliance with the appropriate rules and regulations. The incumbent will perform the full range of supervisory duties such as performance evaluations and time and attendance. They will train subordinate staff on new revised laws, rules, regulations, purchasing policies or procedures.
Minimum Qualifications Permanent Transfer Candidates:
Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section {70.1 and or 52.6} of the Civil Service Law to Business Officer Trainee 1, NS, Business Officer Trainee 2, NS, or Business Officer 1, SG 18.
Open Competitive NY HELPS qualifications:
Business Officer Trainee 1: Four years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.
Business Officer Trainee 2: Five years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.
Business Officer 1: Six years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.
**Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
Preferred Qualifications: The preferred candidate will have knowledge of Microsoft Word and Excel, and of the New York State Procurement Policies, Rules and Guidelines. The preferred candidate will have supervisory experience.

The above posted salary ($74,114 - $93,120) includes a downstate adjustment of $4,150.
